Program Manager

Job Summary

B&A is seeking a highly experienced Program Manager to oversee the performance and execution of a Blanket Purchase Agreement (BPA). The Program Manager will be the primary point of contact for all contractual matters and is expected to provide authoritative leadership, technical oversight, and strategic direction across all program activities. An alternate with equivalent authority must also be designated in writing.

Responsibilities
  • Supervise the overall performance of the BPA and ensure successful delivery of contract objectives.
  • Serve as the contractor's primary representative to the Government, with full authority on all BPA matters.
  • Coordinate with the CO and COR on performance, staffing, and issue resolution.
  • Oversee planning, execution, and management of multiple tasks and contracts of similar scope and complexity.
  • Lead cross-functional teams in the delivery of large-scale enterprise solutions, including software and hardware implementations.
  • Provide technical and managerial leadership, including personnel supervision and resource allocation.
  • Support strategic initiatives, risk mitigation, and quality assurance throughout the contract lifecycle.


Education and Experience
  • Master's Degree in Business, Information Technology, Engineering, or a related field.
  • Minimum of 20 years of demonstrated program management experience on contracts of similar size, scope, and complexity.

Required Skills
  • Project Management Professional (PMP) certification.
  • ITIL (Information Technology Infrastructure Library) certification.
  • Proven experience managing and coordinating multiple contracts or task orders.
  • Demonstrated experience with technical oversight and staff supervision.
  • Strong organizational, communication, and leadership skills.

Desired Skills
  • DoD Healthcare IT experience or Defense Acquisition University (DAU) certification.
  • Experience planning and implementing enterprise-level software/hardware initiatives.
  • Hands-on experience deploying or supporting large-scale OpenText solutions.
  • Familiarity with federal contracting practices and government reporting requirements.
  • Ability to manage a high-tempo operational environment.
  • Excellent interpersonal and stakeholder engagement skills.

Security Clearance
  • Eligible to obtain a Public Trust Clearance.
