Job Summary
Delivers professional acquisition management solutions and strategic support to Department of Defense (DoD) and civilian agencies. The Senior Program Analyst is responsible for acquisition planning, contract management, and programmatic execution throughout the lifecycle of complex projects. These efforts support mission objectives in development, acquisition, testing, integration, production, and fielding of government systems and services.
Essential Functions
Applies advanced knowledge of DoD acquisition policies and lifecycle management procedures to active and planned programs.
Prepares, reviews, and revises acquisition documentation (e.g., Acquisition Plans, Statements of Work, IGCEs, Contract Data Requirements Lists) across all phases of the acquisition cycle.
Performs in-depth analytical work to support higher-level analysts, engineers, and technical experts by reviewing, organizing, and evaluating key programmatic data.
Leads or supports research and analysis of acquisition strategies, technical solutions, financial models, and operational management issues.
Applies risk management best practices; actively participates in or leads risk working groups to evaluate options, identify mitigation strategies, and assess probability of success.
Conducts independent studies and prepares detailed reports addressing cost-effectiveness, technical feasibility, and compliance with regulatory guidance.
Demonstrates strong leadership capabilities by guiding small teams, managing competing priorities, ensuring deliverable quality, and fostering collaboration with government clients.
Oversees quality control processes for all work products and deliverables to ensure alignment with contract and program standards.
Maintains professional communication and engagement with contracting officers (COs), contracting officer representatives (CORs), project/task managers, subcontractors, and cross-functional teams.
Delivers clear, concise verbal and written briefings to client representatives and internal leadership on program performance, risks, and milestones.
Develops comprehensive project plans, including scope, schedule, and budget, tailored to contractual requirements and client expectations.
Defines programmatic requirements, supports planning documentation, and conducts in-depth studies for strategic alignment and execution.
Interfaces with vendors and external stakeholders to ensure integration of services, resources, and technology solutions.
Monitors and reports on acquisition programs, maintaining visibility into performance metrics, contract deliverables, and funding obligations.
Required Knowledge, Skills, and Abilities
Deep understanding of federal acquisition strategy, processes, and lifecycle management within a DoD or civilian agency context.
Ability to support competitive procurements, including proposal review, evaluation criteria development, and source selection support.
Strong analytical skills with the ability to assess technical and contractual documentation for accuracy and compliance.
Proficient in Microsoft Excel, Word, PowerPoint, and SharePoint.
Exceptional written and verbal communication skills, including briefing development and executive-level presentation.
Required Education, Certifications, and Experience
Bachelor’s degree and at least 4 years of programmatic experience, preferably in a formal acquisition or federal contracting environment.
DAWIA or FAI certification in Program Management (preferred).
Project Management Professional (PMP) certification (preferred).
Equivalent combinations of education and experience will be considered.
Physical Job Requirements
Ability to remain in a stationary position (sitting or standing) for extended periods of time.
Ability to spend over 50% of working time viewing computer screens or monitors.
Clearance Requirements
Must be a U.S. Citizen.
Must be able to obtain and maintain a Department of Defense (DoD) security clearance.
Telework Availability
This position is currently authorized for hybrid telework with potential weekly in-person meetings at the client’s site, subject to operational needs.
Primary Work Location
Contractor Site (with hybrid telework flexibility)
Travel Requirements
Local travel up to 20% may be required for meetings, site visits, or client engagements.
