As Manager, Legislative Affairs, you will serve as a representative for legislative issues in the Washington D.C. environment. You will provide information, advice, and perspectives to senior corporate executives concerning policies, trends and activities within the Congress and key customer organizations, apply your knowledge and insight to produce comprehensive communications and action/engagement plans, influence positive legislative outcomes for the company, and build networks, coalitions, and contacts to effectively execute action plans. You will be responsible for maintaining a comprehensive knowledge base to build, craft, and focus key messaging and content for Legislative and Government Affairs engagement with the expectation of highly polished, professional, and informative products. Your duties will also include effectively interacting with outside consultants, participating in business reviews, strategic planning, stakeholder engagement efforts, and serving as a lobbyist with the full range of responsibilities and accountability associated with this role.
Our team is responsible for government affairs, international strategy, international business, and trade and regulatory compliance. We provide strategic guidance across the organization, helping to find alignment and compliance between SNC and the national security priorities of the U.S. government.

The Department of Defense Consolidated Adjudications Facility (DoD CAF), a federal government agency, handles the adjudicative aspects of the security clearance eligibility process for industry applicants. Adjudicative factors which affect the outcome of the eligibility determination include, but are not limited to, allegiance to the U.S., foreign influence, foreign preference, criminal conduct, security violations and illegal drug use.

Our team is responsible for government affairs, international strategy, international business, and trade and regulatory compliance. We provide strategic guidance across the organization, helping to find alignment and compliance between SNC and the national security priorities of the U.S. government.
Responsibilities:
- Work as an integral part of the Legislative Affairs team to advance corporate and business area priorities
- Strategize, craft, execute, and document legislative campaign plans each congressional budget cycle
- Monitor hearings, markups, floor votes, and other legislative activity
- Draft, proofread, and edit congressional white papers and other correspondence
- Maintain a database of SNC legislative engagement and current points of contact in congressional offices
- Access, navigate, analyze, and distribute congressional budget justification material to SNC business areas
- Track budgeted funding through the appropriations and authorization processes for SNC programs of interest
- Assist with organization, administration, solicitation, and execution of SNC's Political Action Committee (PAC)
Qualifications You Must Have:
- Bachelor's degree in a related field of study
- A higher-level degree may substitute for experience
- Related experience may be considered in lieu of required educatio
- Typically, 6+ years of progressive government relations experience, which includes 0-2+ years of management experience.
- Experience in international business, export controls, security cooperation/foreign assistance
- Expertise in US government affairs and related regulatory environment/processes
- Ability to possess a strategic mindset in order to navigate, affect, and/or lead complex initiatives with senior-level stakeholders
- Strong interpersonal and written/verbal communication skills; ability to establish and develop relationships with ease
- Working knowledge and experience executing all professional lobbyist activities and actions, relevant law and policy items, key stakeholder engagement activities, time-phased event planning, focused legislative campaign execution, timely legislation and appropriation budget summaries, and relevant industry or professional group activities
- Experience developing Congressional strategies, campaign plans, and tactical engagements with relevant legislative and government stakeholders to support major company programs and implementing necessary action plans to generate required Congressional support for these programs
- Prior experience providing enhanced legislative and government affairs support; ability to responsively apply and communicate this knowledge in a highly professional and capable manner to government, industry, and internal audiences to effectively shape strategy, outcomes, and initiatives aligned with the company and business area priorities and objectives.
- Strong interpersonal and written/verbal communication skills; ability to establish and develop relationships, coalitions, and partnerships with ease
- Exceptional attention to detail
- Team player who completes assigned tasks on time and takes initiative
- The ability to obtain and maintain a Secret U.S. Security Clearance is required
Qualifications We Prefer:
- Typically 3-4 years of relevant experience; 2+ years of experience working on legislative matters in the private sector, a Congressional office, or an Executive Agency
- Possess a track record of delivering results by developing and implementing advocacy programs in the legislative and executive branches
- Demonstrated first-hand familiarity with congressional and executive branch politics, processes, customs, and ethics
- Working knowledge of the Congressional Appropriations and Authorization process/cycles
- Experience or interest in international business/foreign affairs
- Background in the Aerospace and Defense Industry, the US Department of Defense (Civilian), and/or US Military, with an understanding of defense, aerospace, intelligence, and adjacent markets
- Familiarization with PAC management, fundraising, and execution
