Duties
Help
  • Provide expert advisory service and authoritative policy interpretations on highly complex issues.
  • Supervise policy, procedural and operational changes to increase program effectiveness and mission accomplishment, establishes priorities, clarifies responsibilities, eliminates duplication and resolves conflicts.
  • Provide technical expertise in developing short/mid/long-term plans and objectives, policy and program planning, and organizational and operational requirements.
  • Oversee the strategic planning, direction, and timely execution of directorate's manpower and personnel programs.
  • Execute the full range of managerial and supervisory authorities to include overseeing overall planning, direction, and timely execution of operations and plans, manpower, and military and civilian personnel, programs and functions.
  • Evaluate subordinate work performance, providing advice, counsel, and instruction on all technical and administrative matters as directorate principal and senior advisor and analyst.
  • Oversee coordination of directorate staff actions and tasking input; assigns work, reviews products for quality, accuracy and completeness prior to routing thru Director for Command Group action.
  • Exercise discretionary authority to approve allocation and distribution of funds in budget, facilities and equipment.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment drug test screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20%.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes 1) managerial oversight, advice, and guidance for all aspects and functional areas of military and/or civilian personnel Human Resources programs; 2) extensive knowledge of command missions, programs, priorities and knowledge of human resources, budget, manpower management, strategic planning, and change management, with particular emphasis on human resource concepts, laws, regulations and procedures. 3) evaluating civilian and military human resources business processes, employment policies, and historical practices to streamline and improve quality of services. 4) providing administrative oversight over the Directorate's budget, manpower and personnel programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
