Job Title: Strategic Planner/Analyst
Location: Norfolk, VA
Overview:
SkyBridge Tactical is seeking a motivated Strategic Planner/Analyst to provide accurate and timely analytical services to enable Fleet readiness production in support of operational requirements to include: strategic planning, engagement and communications, risk identification, assessment, analysis, associated mitigation strategy development programs and ultimately the needs of Fleet Operating Forces. This requirement will directly support USFF headquarters. The contractor shall provide technical expertise, advanced data analytics, quantitative and qualitative research, executive communication products, and process improvement support to the Fleet Strategy and Engagement Division; specifically, in the area of strategic engagement, to include congressional analysis as they relate to USFF programs.
This Position is Contingent upon Contract Award to SkyBridge Tactical LLC
Responsibilities:
The Strategic Planner/Analyst Responsibilities include but are not limited to:
Strategic Planning
Produce 4-star/executive-level Microsoft PowerPoint briefs/templates and Microsoft Excel graphs/charts
Provide executive-level strategic communications planning support, including the development of targeted communication strategies, execution plans, and associated communication products (e.g., presentations, speeches, media kits) designed to inform and educate key stakeholders, such as Congress, employees, etc.
Provide analytical support, develop actionable plans of actions and milestones, and coordinate USFF staff input on key issues
Gather, document, and manage related agendas, action items, reports, briefings, and correspondence
Assist in developing metrics to assess effectiveness of USFF strategic planning and communication processes and products
Assist and advise on the development of the Commander's Vision and Guidance (V&G) statements and methodology
Assist in planning for the command's strategic and long-range goals
Conduct reviews to identify strengths, weaknesses, opportunities, and threats (SWOT) in command's strategic planning and communications processes and products
Develop and maintain all Strategic Plans and Communications in both classified (up to SECRET) and unclassified formats
Assist in the development of outreach and awareness documents, executive talking points, newsletters, and fact sheets
Communication Products and Support
Develop executive talking points, and other executive communication products
Assist in the development of assessment criteria, execution of an effective data gathering technique, analysis of data, and development of a comprehensive assessment report
Assist in the development of briefs and/or products required in support of flag-level synchronization events
Assist in the strategic development of executive-level communications plans and products in support of command strategic engagements
Provide advanced data analytics, decision support documents, conference/meeting reference materials, and proceedings documents using both classified (up to SECRET) and unclassified networks.
Strategic Engagement Content Development, Planning, and Coordination
Strategic Engagements
Conduct research and develop customized materials (presentations, reports, etc.) to provide context and insights for executive-level engagements.
Establish clear objectives, desired outcomes, and key topics for discussion, and create supporting materials (talking points, PowerPoint presentations) to facilitate effective briefings.
Prepare engagement summaries that outline actions, next steps, and decisions made during the engagement.
Evaluate engagement effectiveness in meeting objectives, and apply lessons learned to improve future strategic engagements.
Create and maintain a database that tracks strategic engagements over time and highlights key linkages between different stakeholders and groups.
Congressional Engagement Analysis and Coordination
Assist in developing a Congressional strategic engagement plan
Coordinate and produce executive-level preparatory materials and strategic communications products for Congressional visits
Support planning logistics for complex Congressional visits when needed
Maintain a database of Congressional engagements
Develop metrics to assess effectiveness of USFF Congressional engagements and strategic engagement plan
Develop executive-level information papers and products analyzing major legislation
Research and develop strategic communications documents for key Fleet initiatives
Support in monitoring, reviewing, coordinating, and developing responses when needed to Congressional Requests for Information (RFIs)
Support tracking and analyzing Congressional RFIs (e.g., frequency, source, response time)
Required Qualifications:
Master's Degree, or a bachelor's degree with an additional 3 years of equivalent experience (for a minimum total of 7 years' experience).
A minimum of 3 years of demonstrated specific experience in advanced communication, project development, and strategic engagement support.
Ability to work on-site at the Commander, U.S. Fleet Forces Command, in Norfolk, VA.
Advanced proficiency in communicating complex material: The contractor shall be able to communicate complex information in various formats, including Microsoft PowerPoint, Excel, Word, Outlook and Publisher.
4 Years of Experience in Strategic Plan Development and COA Development
