We are seeking an experienced Plans Officer to support mission operations in Chantilly, VA. This role requires a seasoned professional who can contribute to strategic planning, financial coordination, and executive-level communications in support of national security initiatives.
Key Responsibilities:
• Lead and manage the annual zero-based review process to support strategic budget alignment.
• Develop and maintain budget plans that synchronize with established roadmaps and ORMS strategies, providing actionable recommendations to Center Leadership.
• Assist in formulating long-term strategic initiatives, including IPBS (Intelligence Program Budget Submission) and FYDP (Future Years Defense Program) planning.
• Contribute to financial planning activities, including those involving external funding streams and resource allocations.
• Collaborate with other contractors and government budget officers to ensure cohesive financial management and reporting.
• Analyze existing business processes, propose improvements, and support the implementation of streamlined workflows.
• Provide technical writing and editing support, developing documentation and compiling summaries that communicate mission impact to leadership.
• Review and support tradecraft-related planning actions, crafting coordinated and consolidated responses on behalf of the organization.
• Prepare and finalize executive-level briefing materials, including e-memos, meeting agendas, and presentation packages for senior leadership.
• Implement and manage workflow processes that align with sponsor governance requirements for pre-coordination, review cycles, and approvals.
• Collaborate across programs to ensure the availability and accuracy of information presented to decision-makers during key reviews.
• Understand and assist in the creation of Memoranda of Agreement (MOAs) and the integration of Programs of Record (PoR) into broader strategic plans.
Required Qualifications:
• Minimum of 12 years of professional experience and a Bachelor’s degree in a related field OR 16 years of professional experience with no degree
• Proven ability to analyze complex business and planning processes and apply innovative problem-solving and reporting techniques.
• Strong organizational, communication, and collaboration skills, with experience supporting high-level decision-making.
