Data Intelligence, LLC (DI) is searching for a full-time Rapid Application Development Services Technical Lead in Chantilly, VA to support a top-tier federal client engaged in national security and counterterrorism operations. The ideal candidate will drive the end-to-end design, development, and delivery of fast, scalable, and high-impact digital solutions, using modern low-code/no-code platforms and agile development practices.
This is an on-site position. Chantilly, VA is the primary place of service, however working in alternate locations within the Washington DC metropolitan area or other locations throughout the United States may be required.

Job Responsibilities:
- Lead agile technical teams in rapid application development cycles for fast delivery of high-quality prototypes and MVPs
- Manage tactical incident response and cyber network operations teams
- Perform advanced technical duties including:
- Building and testing operational prototypes
- Conducting cyber data analysis and applying analytical tools
- Researching emerging tech and exploitation techniques
- Performing reverse engineering and vulnerability analysis
- Designing networks and supporting system integration for law enforcement
- Architect scalable, flexible systems designed for rapid iteration and future growth
- Collaborate with product managers, analysts, and users to gather evolving requirements and deliver feedback-driven improvements
- Oversee technical execution across frontend/backend, database, integrations, and low-code platforms
- Promote a prototype-first culture by encouraging wireframes, mockups, and demos
- Mentor and coach developers on best practices, code quality, and agile delivery
- Run tight development loops using CI/CD pipelines, user testing, and iterative releases
- Identify and resolve roadblocks to keep rapid development cycles on track
- Integrate RAD-friendly tools and platforms (e.g., OutSystems, Mendix, Power Platform)
- Balance development speed with testing, version control, and coding standards
- Build reusable components to support modularity and future development efficiency
- Communicate progress, risks, and updates transparently to stakeholders
Required Skills/Experience:
- Active Top Secret clearance with SCI eligibility
- 13+ years of technical experience or a Master's degree in a relevant field
- Full-stack development expertise with frontend and backend technologies
- Experience with low-code/no-code platforms
- Familiarity with rapid prototyping tools and wireframing
- Skilled in RESTful API integration and cloud service connectivity
- Proficient in database design for relational and NoSQL systems
- Exposure to DevOps and CI/CD pipelines
- Excellent communication, collaboration, and problem-solving skills
- Proven leadership experience with agile teams
- Willingness to travel domestically or internationally as needed

- Specialized knowledge in platforms, frameworks, or integration methods
- Experience optimizing development and delivery pipelines
- Familiarity with collaborative and agile development processes
