Duties
As a FIRE PROTECTION SPECIALIST, GS-0081-10, you will plan, develop, implement, review, and evaluate the comprehensive fire prevention training, safety, and hazardous material handling programs at the installation. Prepare monthly, quarterly, semi-annual, and annual training schedules for approval. Conduct recurring proficiency training in each functional area of fire protection. Evaluate the performance and proficiency of all personnel during training sessions and actual emergencies. Correct deficiencies found in operational procedures or techniques through follow-up training. Perform other duties as assigned.

GENERAL EXPERIENCE : Must have experience that demonstrated the knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Such duties may include (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; (6) developing, implementing, or providing training in fire protection and prevention; (7) firefighting and fire prevention theory and techniques; (8) fixed and mobile firefighting equipment operation; (9) planning, directing, or carrying out fire protection and prevention programs and operations and/or (10) performing emergency medical services.
SPECIALIZED EXPERIENCE : Must have at least 30 months experience, education, or training in one or more of the following areas: (1) Controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade. (2) Rescue operations. (3) Detection, reduction, or elimination of potential fire hazards. (4) Operation of fire communications equipment. (5) Controlling hazardous materials incidents. (6) Developing, implementing, or providing training in fire protection and prevention (7) Firefighting and fire prevention theory and techniques; (8) Fixed and mobile firefighting equipment operation. (9) Planning, directing, or carrying out fire protection and prevention programs and operations and/or (10) Performing emergency medical services.
Education
Certification Requirements : See DoD Manual 6055.06, January 22, 2020, DoD Fire and Emergency Services Certification Program (F&ESCP). The certification levels shown in Tables 1 through 3 are the minimum mandatory qualification standards for the position(s) indicated. Individuals must be DoD certified before being eligible to permanently fill these grades or positions.
Exception : Certification requirements do not apply to a position that was occupied by a National Guard firefighter on or before 31 May 2000, provided the firefighter continued to occupy the same position.

- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
- Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- The incumbent of this position must be certified by the DOD Firefighter Certification System as Fire Officer I and II, Fire Inspector I and II, and Fire Instructor I, II, and III.
- The incumbent of this position must be certified by the DOD Firefighter Certification System as Hazmat Operations (Includes Hazmat Awareness).
- The incumbent must be certified by the DOD Firefighter Certification System as Apparatus Driver Operator - Aircraft Rescue and Firefighting, Pumper, and Mobile Water Supply (MWS).
- Employee must participate in mandatory physical fitness testing program.
- Employee must meet medical standards IAW OPM GS-0081 Series and DoD Manual 6055.5.
- The employee is required to work a 56 or 60 hour week which includes holidays. May be subject to recall.
- Incumbent is on call 24 hours a day, 7 days a week unless TDY or on leave.
- Position requires the ability to discern colors, contrast, and depth.
- This is a Testing Designated Position (TDP). The employee is subject to random drug testing.
- Employee is required to use all safety equipment and clothing provided by management.
- Ability to implement firefighting/emergency response plans, as well as manage and direct fire suppression personnel and equipment under stressful and dangerous conditions.
- May be required to work the Fire Alarm and Communications Center (FACC).
- The incumbent must be certified by the DOD FCS as Incident Safety Officer and Health and Safety Officer or attain these certifications within one year of employment.
- Position meets the experience in a primary firefighting position, or equivalent experience outside the Federal government, is a mandatory requirement.
