Duties

As a HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-09, you will serve as an advisor to commanders on assigned unit human resources (HR) program. Interpret policy and provides procedural guidance to commanders, supervisors, staff members and individual military members. Responsible for and oversee the direction of the EPM or OPM program and functions as the technical expert. Responsible for and oversee the direction of the SIDPERS program and functions as the technical expert. Responsible for and oversee the direction of the Personnel Services Section and functions as the technical expert. Accomplish and oversee the accomplishment of technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR), full time Technician, or civilian. Perform other duties as assigned.

This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard.

AOC 3: NG Employees of the PANG
AOC 4: All Service Members of the PANG. This includes M-Day Soldiers, DSG Airmen, Temporary Technicians, and AGR personnel.
AOC 5: Individuals who are currently serving in another branch of service who are willing to become members of the PANG.

GENERAL EXPERIENCE : Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE : Application must indicate 24 months experience in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and Performance Improvement. Knowledge of organizational structures, manpower standards, manpower resources, manpower data systems, or commercial services to include strategic sourcing. Experience in performing personnel program requirements that involve advising supervisors and managers and experience in completing accession planning and processing; classification and position management; and civilian promotions. Experience in advertising positions, processing assignments or reassignment actions, reviewing human resources development programs, applying education and training policy requirements, discussing retraining procedures, and/or providing retirement options. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Experience in career counseling, completing or editing performance evaluations and conducting educational and skill development personnel course programs. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Skill in applying program policies, directives, publications, and training manuals. Knowledgeable on allocating manpower resource budgets or execution procedures. Experience in performance management and productivity programs, or advising on process improvement, best practices, and performance techniques.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

REPROMOTION CONSIDERATION (Applies to technician applicants only.)
Technicians who have been demoted from this or a higher grade previously held in the same occupational series without personal cause and who are not in a grade retention status will be given consideration for re-promotion. Technicians who believe they are entitled to such consideration should forward a description of the circumstances with their application. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position.

In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
