Duties

As a Security Specialist, GS-0080-11, you will:

This position is located in Advanced Programs Office (APO), Special Access Program (SAP) Branch of an Air National Guard (ANG) Wing supporting fighter or bomber aircraft. The purpose of this position is to serve in assistance to a higher-graded security specialist and security advisor to execute oversight and management of security in support of special access programs (SAPs) in one or more Special Access Program Facilities (SAPFs). Duties provide specialized security policy and support for Special Access Programs to ensure the mission is not compromised; provide an effective security program to ensure information and material affecting national defense are protected from unauthorized disclosure, espionage and sabotage; ensuring granted individuals possess and maintain access to program information consistent with the interest and needs of national security and defense. Performs duties and responsibilities associated with two or more security program areas in one or more assigned SAPFs.

  • National Guard Membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain a TSI with access to SCI and SAPs.
  • DOD Security Fundamentals Professional Cert, Special Program Security Cert, and Security Asset Protection Professional Cert conferrals are required within 2 years of the established employee EOD or initial assignment date to this position.
  • This position is designated a national security position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Employee may be required to take a random counter-intelligence polygraph and submit to background checks as a condition of employment and/or continued access to the SAP.
  • This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is subject to the possibility of a random drug test.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

MILITARY REQUIREMENTS: AFSCs Compatible: 3P0, 2AX/2WX, 1C3,1C0. AFSCs which require approved exception: 3EX, 3F0. Exceptions may not be considered until all qualified and compatible AFSC applicants are cleared. The military grade of the full time supervisor must equal or exceed the military grade of personnel supervised.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Experience in the competencies/KSAs listed below. (Experience must be documented in your resume) OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full academic years of progressively higher level graduate education leading to such a degree related to the position.( Transcript must be attached if using education) OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education.

Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training.
  • Knowledge of the Special Access Program (SAP) information security program.
  • Skill in researching, interpreting, analyzing, and applying security guidelines from various sources for local application.
  • Knowledge of procedures for document marking, safeguarding, and use, personnel access controls, need to know criteria, physical storage, and control, and transmitting, transferring, reproducing, downgrading, and destroying information.
  • Skill in ensuring requests for program access are properly screened and verified, and that all necessary forms and documentation have been completed before processing for access.
  • Knowledge of DoD, USAF, Defense Intelligence Agency (DIA), and MAJCOM policies and directives for the construction, protection, and operation of all advanced programs facilities.
