Overview:
The Subject Matter Expert (SME) - RQ Corporate Program Manager provides high-level programmatic leadership and strategic support to the Aerospace Systems Directorate (RQ). This role is critical in aligning complex Research, Development, Test, and Evaluation (RDT&E) efforts with higher headquarters objectives and ensuring successful execution across multiple functional areas.

The Subject Matter Expert (SME) - RQ Corporate Program Manager provides high-level programmatic leadership and strategic support to the Aerospace Systems Directorate (RQ). This role is critical in aligning complex Research, Development, Test, and Evaluation (RDT&E) efforts with higher headquarters objectives and ensuring successful execution across multiple functional areas.
Key Responsibilities:
- Act as the principal advisor to RQ leadership on acquisition strategies, program planning, risk mitigation, and resource execution.
- Develop and maintain Integrated Master Plans and Schedules (IMP/IMS), program roadmaps, and acquisition timelines.
- Monitor programmatic performance metrics using enterprise systems such as Microsoft Project, Power BI, and SharePoint.
- Lead cross-functional coordination and stakeholder engagement across RQ divisions.
- Analyze performance data to provide actionable insights and strategic recommendations.
- Prepare and present executive-level briefings, reports, and decision packages to senior leadership.
- Liaise with external stakeholders including SAF/AQ, DAF RCO, and other major acquisition centers.
- Support corporate-level initiatives such as strategic communications, workforce development, and portfolio reviews.
- Minimum of 7 years of experience in DoD acquisition, program management, or systems engineering.
- Proven experience managing complex, high-visibility R&D or acquisition programs preferred.
- Strong understanding of DoD 5000-series acquisition processes, Agile methodologies, and integrated program management practices.
- Familiarity with tools and systems such as AFRL CCaR, Work Unit Management, Enterprise SMT, and PM Apps.
- Exceptional analytical, communication, and interpersonal skills.
- Proficiency in Microsoft Project, Power BI, and other enterprise-level program management tools.
- Top Secret clearance required.
- Required: Bachelor's degree in Engineering, Business, Management, or a related field.
- Preferred: Master's degree and/or Project Management Professional (PMP) certification.
- Equivalent specialized DoD program management training may substitute for formal education requirements.
