- Knowledge of emerging technology landscapes (e.g., bioengineering, cyber-physical systems, AI/ML, blockchain, space tech)
- Strategic foresight methodologies and scenario modeling techniques
- Understanding of the homeland security enterprise and mission objectives
- Policy formulation experience tied to national security directives and technology governance
- Critical infrastructure sectors and risk mitigation frameworks (e.g., NIPP, NIST RMF, PPD-21)
Job Responsibilities:
- Conduct structured horizon scanning activities to identify and assess emerging technologies, geopolitical dynamics, and systemic risks.
- Produce forward-leaning reports, strategic insight briefings, and scenario-based assessments to inform leadership.
- Collaborate with S&T divisions and external partners (FFRDCs, academia, DoD labs) to integrate cutting-edge research into strategic initiatives.
- Advise on the national security implications of disruptive innovations such as AI, 5G/6G, quantum computing, and adversarial cyber capabilities.
- Support interagency and cross-sector engagements that shape emerging technology strategies and critical infrastructure resilience planning.
- Maintain a foresight repository and contribute to the prioritization of R&D investments and operational technology transitions.
- Translate trend data into actionable recommendations aligned to strategic goals and Presidential policy guidance.
