This position provides expertise and program management support to the DHA-USAMRDC Blast Injury Research Coordinating Office (BIRCO). The analyst would use their training and expertise to advise and assist BIRCO to coordinate DOD-sponsored biomedical research programs aimed at preventing, mitigating, and treating blast-related injuries; identifies knowledge gaps and shapes research programs accordingly; promote information sharing among the operational, intelligence, medical, and materiel development communities; and facilitate collaborative research among DOD laboratories and the laboratories of other federal agencies, academics, and industry to leverage resources and to take full advantage of the body of knowledge that resides both within and outside of the DOD to accelerate the delivery of blast injury prevention and treatment strategies to Service members. . Key aspects of this role are facilitating collaboration to solve blast injury related challenges and maximize research value, developing and conducting analyses of program and technical data, preparing information products, and providing recommendations to BIRCO leadership. The role is responsible for identifying, analyzing, tracking and reporting on DoD blast research efforts, as well as assessing the overall state-of-science in the global community and making recommendations for future research program directions and initiatives. The role involves support to Executive Agent responsibilities outlined in DoD Directive 6025.21E in a highly visible and evolving oversight environment, and a high level of responsiveness with minimal guidance and oversight. The role includes engaging with blast injury stakeholder organizations to coordinate enterprise-wide DoD blast injury research, including representing BIRCO in various forums.

The candidate should have a technical background with a PhD (or equivalent degree and experience) in a field related to blast injuries (i.e., biomedical science, medicine, neuroscience, human physiology, etc.), as well as a demonstrated history of experience in DoD science/technology management, research analysis, and development of executive level communications. The candidate must be detail-oriented with excellent analytical skills, possess excellent written and oral communication skills, demonstrate strong organizational and project management abilities and interpersonal skills in coordinating group activities, and be capable of independent action and initiative. The candidate must be able to interact in a positive and competent manner with individuals at all levels of responsibility and be willing to work across a wide range of rapidly changing and divergent management issues.
