This role serves as a bridge between the Accounting/Finance department and Program Managers to develop, maintain, and track spending for labor, travel, and materials for contracts. This position requires strong interpersonal, organizational, and communication skills as they will work closely in collaboration with management as well as the entire Business Operations team. The understanding of Program Control and Contract Administration from program or project start up, contract performance and contract close-out is key. Additionally, this role requires the ability to recognize, analyze and mitigate risks.
Review, copy, distribute, monitor, and maintain files on all customer contracts (including correspondence, amendment/modification requests, submission of data items, etc.) and proposals.
Maintain subcontract and contract databases and logs.
Interface with customers and government representatives for proposals, contracts and other issues related to customer/government requirements (property system, requests for information, audits, contract kick-offs, etc.).
Aid with any new Request for Quotation (RFQ) activities, conduct RFP/RFQ risk assessments, review all Subcontract Agreements, Consulting Agreements, Modifications, Teaming Agreements, and Non-Disclosure Agreements.
Review, prepare, submit and maintain all NDA and Teaming agreements.
Research and resolve subcontract issues, disputes, and terms/conditions, etc.
Upon receipt of new awards, prepare new award briefs; keep contract briefs updated.
Interface with the Programs Directors, Program and Project Managers
Provide contract and financial analysis through monitoring and evaluating actual and projected costs (labor and non-labor) compared to the program budget and plans.
Work closely with Program Manager(s) to track and communicate budgetary information about specific efforts.
Develop, maintain, and report financial metrics to program managers, corporate executives, and customers as required.
Investigate, analyze, and anticipate cost variances.
Support proposals as well as project setup, execution, and closing.
Reconcile and track obligations, expenditures, and contract funding levels, including travel and other direct costs (ODC’s)
Collaborate with finance and executive teams in analyzing financial and budgetary information.
Assign workforce and labor codes in timekeeping system (IWA’s)
Knowledge of general and corporate business practices, government contracting regulations and principles, and accounting and finance principles
Make decisions using sound judgment while complying with policies, procedures, accounting principles
Well versed in the entire life cycle of a program from proposal development through contract close-out
Prepare and deliver Contract Performance Reports (CPRs or CPARS), Integrated Program Management Reports (IPMRs), and other deliverables per contractual requirements
Support monthly and quarterly reviews (e.g., Program Management Reviews, IPMRs) with internal and external stakeholders
Ensure all contract provisions are compliant with FAR/DFARS regulations, company policies, and customer requirements
Conduct risk and opportunity analysis and support mitigation planning
Assist Basis of Estimate (BOE) development
Participate in audits (e.g., DCAA, DCMA), internal reviews, etc.
Provide contract data for annual ICE submission (Incurred Cost Submission)
Support program startup and close-out processes with documentation and cost reconciliation (Rate Recon)
Required Education and Experience:
BS or higher in Finance, Contracts, Business Administration or Related Field
5-10 years of relevant government contracting experience in Project Control/Program Control/Contracts and/or Subcontracts
Required Skills:
General knowledge of FAR/DFAR regulations
Proficiency in Microsoft Office with Excel and cost/schedule tools
Knowledgeable in a variety of government contract types including, but not limited to, Firm Fixed Price, Time and Materials, Cost Plus Fixed Fee, OTA’s, etc.
Desired Skills: Experience with Unanet or similar ERP for contracts management and project/program control
Clearance Level: Secret (not required)
