Overview:
The National Security Sciences, Systems Management (SM) Group within the Nuclear Nonproliferation Division (NND) invites candidates to join its Software Development team by applying for an IT Project Manager position.
NND is a world-class leader in the development and deployment of technology for nuclear security. Partnering with subject matter experts, NND's SM Group solves complex problems through software solutions including mission-management systems, data collection, materials tracking, and analytical tools. The IT Project Manager will be embedded within a safety software development project team and is expected to lead that team by ensuring Agile software development efforts and releases are completed on time and within budget, accurately assessing risk, removing impediments, communicating and collaborating with product owners and sponsors, and ensuring compliance with applicable policies and procedures. The position will also drive process improvements, serve as a resource for other IT Project Managers in the SM Group, and advocate for the discipline of project management.

Job Duties and Responsibilities:
- Lead collaborative Agile teams in the design, development, and delivery of custom safety software solutions by planning and managing scope, performance, budget, schedule, and risk.
- Facilitate Agile ceremonies (daily standups, sprint planning, reviews, backlog refinement, retrospectives) to maintain cadence, reduce risk, and work toward continuous improvement.
- Provide leadership and collaborate closely with software development teams and product owners to develop and test robust and scalable software solutions that meet mission needs while aligning with required nuclear facility procedures.
- Translate business needs and regulatory frameworks (e.g., DOE Orders, AMSE NQA-1, FDA regulations) into actionable requirements that ensure compliance and sustainability of solutions.
- Conduct technical discovery sessions to elicit and validate detailed requirements including security and safety constraints.
- Evaluate and influence user experience (UX) by collaborating with UI/UX designers and front-end developers, ensuring software is intuitive, accessible, and aligned with stakeholder expectations.
- Develop and maintain comprehensive project documentation including charters, roadmaps, software quality assurance plans, and high-level requirements.
- Perform cost-benefit analyses and resource allocation planning with an understanding of government budgets and while managing multiple funding streams.
- Communicate effectively with diverse stakeholders-including scientists, engineers, operators, and federal partners-to ensure alignment of technical solutions with mission goals and operational requirements.

Basic Qualifications:
- B.S. degree in a business discipline or a computer science field
- Minimum 10 years of substantial progressive experience as a project manager.
- Demonstrated in-depth expertise in and understanding of managing Agile software development projects.
- Proven track record of following through on commitments, being accountable to deadlines, and delivering results.
- Excellent analytical and conceptual thinking skills.
- Considerable experience preparing project/program financials.
- Excellent interpersonal skills and the ability to develop relationships, manage stakeholder expectations, collaborate, and build consensus within a team.
- Proven planning and problem-solving expertise.
- Outstanding verbal and written communication skills.
- Strong business acumen, particularly in the areas of establishing relationships, trust, and credibility.
Qualifications Desired:
- MS degree in computer science, business, project management, or related field.
- PMP certification.
- Experience with ASME NQA-1 software development.
- Experience with FDA-regulated software development.
- Experience in a production environment.
- Experience with Azure DevOps.
- Experience with sensitive data.
- Experience mentoring staff.
Special Requirements:
- Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
