Strategic Analysis, Inc. (SA) Is actively seeking an Operational Data Product Manager to support the Advanced Research Projects Agency for Health (ARPA-H). Candidates will support Advanced Research Projects Agency for Health (ARPA-H) Information Technology and Data Innovation (ITDI) leaders to improve data types, structure and access across the organization.

Qualification requirements:
10 years of progressive experience leading data or IT programs.
Strong background in Organizational Change Management.
Experience leading complex software development efforts. Experience in business process analysis, data management.
Excellent oral and written communication skills with experience briefing senior leaders.
Experience managing Agile software development, particularly using Scrum methods.

Specific Requirements:
Lead the development and implementation of operational data management tools in the Palantir platform, acting as the Product Owner.
Develop and execute an organization change management and training plan for process improvement.
Develop business process and data models and maintain an enterprise data dictionary for operational data.
Guide the implementation of AI based tools for process improvement.
Leads the ITDI team from stakeholders needs to dashboard conceptualization from Program Managers, ADPMS, Deputy Directors and Directors.
Strategically plan for data relationships among numerous ARPA-H tools and coordinates for the solution of a data ecosystem.
Lead projects, which supports ARPA-H PMs, Dirctors and other ARPA-H staff to help them achieve critical health objectives.

Education: Ph.D in Public Administration

Certifications: Project Managment Professional (PMP) or equivalent, Certified Scrum Product Owner.
