Position Location: San Diego, CA
Seeking a Program Manager (Ship Installation) to support the Naval Operational Architecture (NAO) Project Overmatch. The Program Manager will support installation management services including site surveys, capturing data required that supports the design of the system, and planning and oversight of the installation requirements. The Program Manager will interface and liaison between Platform PMWs, PEO C4I, Fleet Readiness Directorate (FRD), NAVWAR and other System Commands, and provide progress status reports on significant technical or programmatic issues or concerns related to installation resource planning, execution and integration for all OM related systems. This position requires extensive knowledge of Navy ship systems integration, installation planning, and fleet modernization processes. The Program Manager will perform the following duties:

Essential Duties and Responsibilities
The Program Manager will be concerned with the overall planning, direction and success of major programs, systems development efforts, and research or technology initiatives which have great significance to the activities and agency’s needs. Programs are typically large, multi-year efforts divided into several sub-programs/tasks. This includes managing installation programs across multiple ship classes and homeports. Program Managers are also responsible for the overall program definition, organization, and direction of short and long-range plans. This includes the responsibility for formulating, guiding, and directing the technical approach; and defining and negotiating with activity and agency personnel for necessary resources. The Program Manager must coordinate with shipyard personnel, Port Engineers, and Ship's Force for installation windows and availability planning. Establishment and control of technical milestones, schedules, budgets and costs are also essential tasks for the program manager. This includes ensuring compliance with all Navy technical manuals, MIL-STDs, and cybersecurity requirements, as well as overseeing quality assurance and configuration management throughout the installation lifecycle.

Degree/Education and Training Requirements
• Bachelor’s level degree in any technical or managerial discipline
• PMP certification preferred

Experience
• 5 years professional experience in program/project management, with at least 3 years specific to Navy ship installations
o Demonstrated experience with:
o Navy C4ISR systems installation and integration
o Ship alteration (SHIPALT) planning and execution
o Working with SUPSHIP, RMCs, and Navy shipyards
o Understanding of Navy maintenance availabilities (CNO, DPIA, SRA)
o Familiarity with Project Overmatch or similar CJADC2 initiatives
Technical Knowledge
• Understanding of shipboard network architectures and combat systems
• Knowledge of Navy configuration management processes
• Familiarity with cybersecurity requirements (RMF, CYBERSAFE)
• Experience with installation technical manuals and drawings

SECURITY CLEARANCE

• Active Secret clearance required

Estimated Compensation

• $145,000 – $155,000
