What You'll Get to Do:
The Chief Engineer is responsible for the technical direction, execution, and oversight of all aspects of engineering within the Advance Communications Operating Unit including design, development, implementation, integration, testing, and delivery of product to the customer. The Chief Engineer is the technical leader for the program and serves as a key advisor to the program manager in support of technical captures and successful program execution. The Chief Engineer will also support specific restricted programs and is responsible for ensuring technical cohesion throughout the business acquisition process and program lifecycle. This will be done in collaboration with the Chief Architect and Program Leadership to support competitive and strategic captures, ensuring solutions meet cost, schedule, and technical objectives. The Chief Engineer ensures that all engineering teams adhere to sound engineering processes, in accordance with company policies, procedures, and quality standards. This position merges engineering disciplines in the development of multi-waveform communications systems. Key knowledge areas include heterogeneous processing architectures, analog and digital signal processing, communications and information theory, real-time operating systems, waveforms and data links, receiver architectures, RF and antenna systems engineering.

Salary Range: $188,200.00 - $282,200.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

Duties include the following:
- Responsible as Chief Engineer of a restricted program; ensuring technical execution and adherence to engineering processes
- Supports program execution as definitive technical authority for all aspects of engineering on all program elements (hardware/software/support/test).
- Maintains cognizance over technical activities within and across programs for requirements development, hardware/software design, integration, and verification/validation activities
- Solves technical problems and provides solutions that are technically sound and programmatically executable
- Provides technical status and assessment to the Department Manager. Supports assessment of cost and schedule impacts of technical decisions
- Ensures program is adhering to engineering processes and best practices in design, development, fabrication/assembly, test, and sustainment of products for both internal and external customers and is compliant with company policies, procedures, and quality standards
- Ensures design products transition smoothly to Production & Sustainment
- Coordinates with functional organization to ensure execution of program statement of work and technical program requirements are met
- Supports business captures toward predetermined long-range goals and objectives
- Supports pursuit/proposal efforts by leading or by appointing the appropriate SME, in the development of technical execution strategy and architectures to meet customer objectives
- Drive process development, continuous improvement, and affordability initiatives
- Serve as chair for the Technical Review Board
- Serves as chair for various design Gate reviews
- Identify and insert reusable technologies and design products for current and future programs
- Develop capture strategies and tactics, including competitive assessments and teaming strategies
- Oversee proposal development processes, ensuring compelling and compliant submissions
- Define requirements for software/hardware components required for such MLS and resilient communications and operations, to include apertures, radios, network appliances, software middleware, security appliances and software skills
- Analyze system performance, scalability security and resilience with a subset of network and communications tools used for simulation and analysis
- Evaluate tradeoffs, developing end-to-end enterprise solution, balancing key attributes including cost, performance, security and resilience
Basic Qualifications:
- 14 Years with Bachelors in Science; 12 Years with Masters; 10 Years with PhD
- U.S Citizenship is required
- An active DoD Secret Clearance is required
- Experience with MBSE
- Experience with the proposal and capture phase
- Demonstrated ability to lead diverse system teams
- Working knowledge of the Cybersecurity and NSA certification processes
- Knowledge of open mission systems frameworks and open architectures and emerging security and resilience architecture
- Preferred Qualifications:
- Advanced degrees in Science, Technology, Engineering or Mathematics or related technical fields.
- Active DoD Top Secret Clearance or higher
- Ability to obtain Special Program Access (SAP)
- Experience in one or more of the following sub-discipline: System I&T, Mode Development, IPT Leadership/CAM, System Architecture, Modeling Simulation & Analysis, Risk & Opportunity Management
- Experience developing and presenting technical documentation and briefings to the customer and organization leadership.
