Electronics & Intelligence Systems (E&IS) is a growing business within Boeing Defense, Space & Security's (BDS's) Space, Intelligence, and Weapon Systems (SI&WS). We focus on delivering complex solutions in the most challenging environments on Earth. E&IS seeks a Chief Program Engineer (CPE) to join our team in Huntington Beach, CA to support the Electronic Systems (ES) portfolio that integrates Boeing's sensors, payloads, and intelligence businesses to provide mission support and vertical content on surface, subsurface, air, and ground platforms. ES includes shipboard systems, RF communication, and submarine navigation programs as well as the ArgonST subsidiary.
You will lead the technical execution of the Boeing Combat Survivor Evader Locator (CSEL) Program. Boeing sustains the CSEL System by providing systems engineering, logistics, information assurance (IA), and production engineering support. In addition, Boeing develops new systems, applications, and products for the program.
This position is directly responsible and accountable to the Program Manager of CSEL and has an independent reporting path to the E&IS Senior Director & Chief Engineer for (1) technical excellence and integrity of design, development, production, support, supportability, and mission success and (2) to support program cost baselines, program schedule baselines, design-to-cost targets, and cost reduction initiatives, while ensuring safety, technical excellence, and integrity of the products.
Position Responsibilities:
All work is performed fully onsite in Huntington Beach and, when needed, supplier locations.
This position requires an active secret U.S. Security Clearance, for which the U.S. Government requires U.S. Citizenship. (A U.S. Security Clearance that has been active in the past 24 months is considered active)

Level 5: Education/experience typically acquired through advanced technical education from an accredited course of study in engineering, engineering technology (includes manufacturing engineering technology), computer science, engineering data science, mathematics, physics or chemistry (e.g. Bachelor) and typically 14 or more years' related work experience or an equivalent combination of technical education and experience or non-US equivalent qualifications. In the USA, ABET accreditation is the preferred, although not required, accreditation standard.
Level 6: Education/experience typically acquired through advanced technical education from an accredited course of study in engineering, engineering technology (includes manufacturing engineering technology), computer science, engineering data science, mathematics, physics or chemistry (e.g. Bachelor) and typically 20 or more years' related work experience or an equivalent combination of technical education and experience or non-US equivalent qualifications. Position Responsibilities:
- Ensure technical conduct, progress, performance, and results are executed in compliance with established requirements, plans, and program charter.
- Provide program reviews to senior technical leadership for the program and associated proposals and be the senior technical interface to customers and suppliers. Represent the perspective of system users and customers.
- Establish a culture of proactive technical oversight, risk management, and rapid issue resolution, providing alternative paths for issue resolution and an open dialogue on technical issues. Actively lead and participate in the program Agile work process.
- Regularly assess the baseline program technical execution plan against technology, complexity, and risk-adjusted benchmarks of similar engineering efforts.
- Advise the Director of Integrated Missions and indirect reporting paths if the baseline plan's scope, tasks, inherent processes, resources, deliverables, or risks are inconsistent with benchmarks.
- Prevent traveled technical risk and ensure that technical risks and issues are driven rapidly to closure.
- Oversee the Responsible Engineer (RE) process, where engineers and engineering leadership are assigned over the systems, subsystems, and components for each program.
- Implement and enforce engineering functional excellence in people, processes, tools, and practices. Drive productivity improvements using lean principles. Share best practices and lessons learned.
- Establish a culture of technical expertise, service, and availability within the technical community and across the enterprise.
- Work with functional counterparts to understand and ensure process inputs and outputs are clearly defined to enable products and services to meet requirements and be delivered on schedule and within costs.
- Monitor enterprise technology strategy activities and provide inputs to enterprise technology strategy to ensure technology insertion and application is relevant to the program. Partner with technology subject matter experts to understand technology development and integration into current and future states for increased functionality, performance, testability, verification, and validation.
- Own technical oversight of research and development efforts, both customer and internally funded.
- Interface with customers, suppliers and program leadership on schedule and performance issues.

Basic Qualifications (Required Skills and Experience):
- 10+ years of experience leading engineering teams.
- 10+ years of experience with radio frequency (RF), modems, wireless, and advanced communications systems.
- 5+ years of experience in Electronics & Manufacturing.
- Experience interfacing directly with suppliers, external customers, and program management.
- Willingness and ability to travel domestically 10% of the time.
- Bachelor of Science degree from an accredited course of study in engineering, engineering technology (includes manufacturing engineering technology), chemistry, physics, mathematics, data science, or computer science.
Preferred Qualifications (Desired Skills/Experience):
- Ability to lead major program milestone reviews
- Strong experience in technical work effort estimation processes and tools
- Experience with Model-Based Engineering (MBE) methodologies and practices
- Experience with satellite communications, secure military communications, and network technologies.
- Experience with information assurance and cybersecurity
- Demonstrated skills in Risk Management and Root Cause Corrective Action (RCCA) efforts.
- Cost Account Management using Boeing processes and procedures, including Earned Value Management (EVM).
