Leidos is seeking a highly motivated and experienced Telecommunications Specialist to serve as Assistant Team Lead for the Tech Control within the National Military Command Center (NMCC). In this critical role, you will oversee the day-to-day operations of a 24/7/365 work center comprised of 13 technicians, providing essential command and control circuit support and Communication Management Office (CMO) services. You will be responsible for ensuring the highest levels of circuit availability, security, and operational efficiency, adhering to strict Department of Defense (DOD) and DISA standards.

Pay Range: Pay Range $89,700.00 - $162,150.00

In this critical role, you will oversee the day-to-day operations of a 24/7/365 work center comprised of 13 technicians, providing essential command and control circuit support and Communication Management Office (CMO) services. You will be responsible for ensuring the highest levels of circuit availability, security, and operational efficiency, adhering to strict Department of Defense (DOD) and DISA standards.
Responsibilities:
Leadership & Supervision:
- Supervise and mentor a team of 11 technicians, providing guidance, performance feedback, and professional development opportunities.
- Manage day-to-day operations within the Tech Control work center, ensuring adherence to established procedures and performance standards.
- Communicates with internal team members across multiple areas and client team members. May communicate with parties external to the organization (e.g., sub-contractors, vendors, etc.). Works to influence project team leaders regarding solution design, process and/or approaches.
- Works to achieve key project/program objectives and deliverables. Responsible for entire projects or processes spanning multiple technical areas. Manages large projects or processes with moderate impact on the achievement of sub family results.
- Support duties may include installation, cabling/wiring, modifications, monitoring, troubleshooting, repairs and maintenance as well as may act a liaison with outside vendors.
Technical Expertise & Operations:
- Oversee the technical aspects of projects, ensuring they align with overall program goals.
- Provide technical direction and guidance to the 11 team, ensuring projects align with best practices and program standards.
- Managing telecommunication platforms and infrastructure to support organizational communication needs.
- Mentor and coach team members, fostering their technical growth.
- Collaborate with stakeholders to define project scope, requirements, and deliverables.
- Leading the planning, design, and implementation of language learning software solutions, ensuring alignment with project goals and objectives.
- Clearly communicating technical concepts and project progress to both technical and non-technical stakeholders.
Documentation & Standardization:
- Develop, implement, and maintain Standard Operating Procedures (SOPs) for station operation.
- Create and maintain Work Instructions (WIs) for all maintenance activities.
- Prepare operational reports as necessary.
- Maintain familiarity with maintenance requirements of circuit, equipment and systems records files and diagrams.
- Create and maintain duty schedules for 24x7x365 coverage of the facility.
- Maintain internal work center training/certification program.
Security & Compliance:
- Ensure proper operation of equipment and associated cryptographic systems.
- Ensure communications security (COMSEC) processes are followed in accordance with current regulations.
- Develop and maintain contingency/restoral plans.
Coordination & Reporting:
- Coordinate circuit actions with the Circuit Management Office.
- Prepare Authorized Service Interruption requests (ASIs).
- Provide Contract Deliverables (CDRLs) as required.
Required Qualifications:
- Requires BS and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience, additional years of experience will be accepted in lieu of a degree.
- Active DOD TS/SCI security clearance (SCI Eligible).
- DOD 8140 Level II certification (Security+ or equivalent).
- Proven experience writing and implementing Standard Operating Procedures (SOPs) for Tech Control facilities.
- Demonstrated experience managing Tech Control operations.
- Strong understanding of circuit restoration, fault isolation, and performance monitoring techniques.
- Familiarity with digital and analog test equipment.
- Experience maintaining circuit, equipment, and systems records files and diagrams.
- Excellent communication, interpersonal, and problem-solving skills.
- Ability to work independently and as part of a team.
Preferred Qualifications:
- Typically requires BS degree and 8 - 12 years of prior relevant experience or Masters with 6 - 10 years of prior relevant experience. May possess a Doctorate in technical domain. Experience working within the National Military Command Center (NMCC).
- Experience with specific circuit management or monitoring tools used by DISA.
