We are looking for a dynamic Senior Records Management Specialist to join our team for a client support position within the Office of the Under Secretary of Defense for Personnel and Readiness (OUSD(P&R)). The Records Manager will implement and oversee records management for the OSD P&R staff and support the director of operations in executing the records management mission. They will regularly collaborate and coordinate with stakeholders within the Department of Defense (DoD) and provide technical records management expertise. This individual is tasked with enhancing and overseeing the records management system, this role navigates the complexities of legislative and regulatory compliance while serving as a beacon of technical expertise and strategic foresight

This position will be on-site daily at the Pentagon.

Responsibilities:
* Provide management and direction of key components of the OUSD(P&R) records management program, addressing both core mission and administrative records across various mediums and formats
* Act as a senior technical expert on records management issues, advising senior program managers and ensuring senior management is informed on operational requirements, issues, and regulatory matters
* Develop and implement records management processes, procedures, and controls, including compliance reviews and process improvement recommendations
* Facilitate communication among offices regarding records, information, and risk management
* Formulate guidance and training for record-keeping, aligned with strategic plans and records management standards
* Research industry trends and develop strategies for program implementation and improvement
* Conduct assessments of electronic systems and hardcopy records, and develop and execute project management plans for compliance achievement
* Coordinate with program managers to ensure records management compliance in accordance with DoD policy and the Federal Records Act
* Manage information content throughout its life cycle, including the identification and disposition of records as per Federal policy
* Ensure the development and maintenance of effective administrative controls for maintaining and safeguarding records
* Support the reduction of OUSD records holdings through the identification of records that have met their disposition date and facilitation of the disposition process
* Ensure that OUSD P&R personnel are knowledgeable and kept current about records management principles and requirements, and that they receive records management training appropriate to their needs
* Additional responsibilities as assigned

Requirements:
* Active Secret Clearance is required; ability to hold TS Clearance or upgrade to TS Clearance
* Bachelor's Degree in Business, English, Journalism, or a related field is required
* Minimum of 8 years of relevant experience
* Experience in government contracting, especially with DoD in support of the Office of the Secretary of Defense, is highly valued
* Former military records management experience required
* Federal Records Management certifications preferred, such as NARA Federal Records Management Training Certificate, DoD Records Management Training (via DISA or JKO), Certified Records Manager (CRM), ARMA Records Management Certificate, or AIIM Certified Information Professional (CIP)
* In-depth knowledge of records management laws and policies, including the Federal Records Act
* Experience managing both electronic and hardcopy records
* Ability to develop and implement records management strategies, policies, and procedures
* Strong project management and risk assessment skills
* Excellent written and verbal communication skills
* Proven ability to advise senior leadership and engage with a wide range of stakeholders
* Experience delivering records management training to staff

The annual salary range for this role is $110,000 - $125,000. Please note that the salary information provided is a general guideline. CATHEXIS considers various factors in its final offer, including location, qualifications, experience, and skills.
