Capture and Proposal Manager
Location: Hybrid (Charleston, SC preferred) Remote work is an option for strong candidates in Eastern or Central Time Zones.
Summary:
3 Reasons Consulting (3RC), a rapidly growing Service-Disabled Veteran-Owned Small Business (SDVOSB), is seeking a skilled Capture and Proposal Manager to join our business development team. Reporting directly to the Chief Growth Officer, this individual plays a key role in filling our pipeline and leading compliant, compelling, and winning proposal efforts. This high-impact position blends research, coordination, writing, and capture strategy to support federal business opportunities across DoD and civilian agencies. Services to be performed include, but are not limited to:
Pipeline Development & Lead Generation (~30%)
Monitor SAM.gov, agency forecasts, and partner portals for relevant federal opportunities
Conduct fit/no-fit assessments and maintain an opportunity tracker with PWIN scoring
Research target agencies, incumbents, and vehicles to uncover strategic opportunities
Develop and maintain capture plans, including win themes, teaming strategies, and competitor intelligence
Proposal Management (~30%)
Analyze solicitations (RFPs, RFQs, SOWs) and build outlines and compliance matrices
Lead proposal kickoffs, assign tasks, collect inputs, and enforce timelines
Facilitate solutions sessions with SMEs and partners, building persuasive and compliant responses
Write and edit technical and management volumes, past performance sections, and resumes
Ensure brand consistency, compliance, and compelling storytelling throughout the proposal
CRM & Reporting (~25%)
Maintain CRM records (HubSpot or equivalent) for OEMs, primes, and teaming partners
Generate pipeline and activity reports, highlighting next actions and gaps
Track marketing touchpoints, partner engagement, and bid/no-bid decisions
Administrative & Process Improvement (~15%)
Create and maintain reusable templates (e.g., past performance worksheets, style guides)
Recommend process tools (e.g., AI summarizers, proposal libraries) to increase output
Required Education and Experience:
Bachelor’s degree
3+ years of professional experience in federal proposal writing and management
Experience leading proposal teams through kickoff, color reviews, and submission
Substantial experience with IDIQs, BPAs, RFQs, RFPs, and large task order responses
Familiarity with Federal Acquisition Regulations (FAR) and agency-specific proposal guidelines
Required Certification(s):
None required; APMP Certification or Proposal Management training is a plus
Clearance Level:
None required; eligibility for Public Trust may be preferred
Skills and Tools:
Exceptional written and verbal communication skills
Ability to work with SMEs to develop technical and narrative content
Strong organizational, project management, and multitasking abilities
Proficient in Microsoft Office Suite, Adobe Acrobat, SharePoint
Familiarity with CRM platforms (e.g., HubSpot) and knowledge management systems
Advanced use of AI tools such as ChatGPT, Gemini, or Co-Pilot to enhance research and productivity
