The Bureau of International Narcotics and Law Enforcement Affairs (INL) has undertaken an assistance program to support the Multinational Security Support (MSS) Mission to provide operational and static support to the Haitian National Police (HNP) to counter the gangs and re-establish security to improve conditions conducive for Haiti to hold free and fair elections. The MSS, led by Government of Haiti, supports the HNP by building its capacity through joint security operations; providing security for critical infrastructure, transit locations, and key intersections; ensuring unhindered and safe access to humanitarian aid; and maintaining basic law and order and public safety, all in support of the HNP as authorized by UNSCR 2699.

Primary Responsibilities:
- Manage the program's inventory and maintenance components, ensuring that equipment and assets are safely and professionally managed and secured.
- Design and administer an inventory control plan.
- Prepare schedules and plans for incoming and stored equipment and utilize a records system/database to effectively and securely track inventory.
- Ensure compliance with all contract requirements, working closely with INL and Embassy Port-au-Prince.
- Provide subject matter expertise on the feasibility and effectiveness of proposed infrastructure, logistics, and inventory plans in the Haitian context.
- Serve as the point person for the program's logistics and facilities implementation, focusing on facility maintenance, improvements, and refurbishments.
- Coordinate logistics involved with running the facility's upgrades.
- Develop and administer an inventory control plan for equipment and assets, including non-lethal ammunition for training.
- Prepare schedules and plans for incoming and stored equipment and utilize a records system/database to track inventory.
- Ensure compliance with all contract requirements, working closely with INL and Embassy Port-au-Prince.
- Provide subject matter expertise on the feasibility and effectiveness of proposed infrastructure, logistics, and inventory plans in the Haitian context.
- Travel frequently throughout Haiti, including locations outside of Port-au-Prince.

Education and/or Experience:
- N/A
Knowledge, Skills, and Abilities:
- Minimum five (5) years' experience working in facility maintenance and inventory management in an international setting, including demonstrated supervisory or lead inventory specialist level experience in difficult to operate environments.
- Minimum three (3) years' experience with deploying infrastructure/inventory management projects, preferably in the Caribbean or Latin America.
- Experience as an armorer OR managing inventory control of ammunition, preferably in an international setting.
- Demonstrated experience coordinating and conducting successful programs in foreign languages, possibly using simultaneous interpretation.
- Ability to work effectively under pressure within short time constraints.
- U.S. citizen required.
- No negative prior experience working with INL and never removed from any USG mission or civilian policing activity.
- Excellent interpersonal and written and oral communication skills; proficient in Microsoft Word, PowerPoint, and Excel; fluent in English.
- Fluent in French and/or Creole preferred.
- Experience working in Haiti preferred.
