Position: Business Process Analyst
Location: Indianapolis, CBP Office
Clearance: DHS CPB Public Trust, DHS Public Trust, or Secret
Job Summary:
Our great client is seeking is Business Process Analyst. To support development and implementation of these enhancements, our client provides the CBP Office of Finance (OF) with Agile project management, requirements gathering, user acceptance testing, training, and stakeholder engagement services. This position reports directly to our client project manager and provides in-person support to the client located in the Indianapolis office.
Program Details:
The Automated Commercial Environment (ACE) is a commercial trade processing system designed to automate border processing, enhance border security, and foster U.S. economic security through lawful international trade and travel. ACE is part of a multi-year U.S. Customs and Border Protection (CBP) modernization effort. ACE will eventually replace the Automated Commercial System (ACS). ACE will: allow trade participants access to and management of their trade information via reports; expedite legitimate trade by providing CBP with tools to efficiently process imports/exports and move goods quickly across the border; improve communication, collaboration and compliance efforts between CBP and the trade community; facilitate efficient collection, processing and analysis of commercial import and export data; and provide an information-sharing platform for trade data throughout government agencies.
As the second-largest revenue-collecting Agency in the Federal Government, the U.S. Customs and Border Protection is in the process of adding enhancements to its revenue collection system. This system is responsible for the collection of over $85B in duties, taxes and fees each year.

Key Responsibilities:
- Lead or be a member of a team of analysts that apply process improvement, reengineering, modernization, or transformation principles, approaches, and methodologies that lead to increased efficiency or effectiveness in financial and operations management.
- Experienced in assessing process performance in complex environments, involving linkages between financial, staffing, and other support processes, and operational processes and outcomes.
- Directs requirement collection and refinement efforts, to include interviews, surveys, working sessions and focus group studies.
- Provides support for the design and implementation of new or enhancements to business processes.
- Supports coordination between multiple project teams to ensure enterprise-wide integration of reengineering efforts.
- Facilitates meetings to assist management in the development of clear statements of quantifiable goals, objectives, requirements, and metrics.
- Ensures proposed process improvements align to strategic objectives, and initiatives are compliant with appropriate policies, rules and regulations.
- Experienced in developing realistic and practical implementation plans.
- Conducts organizational studies and evaluations; conducts work simplification and measurement studies; and prepares operations, training, and procedural manuals to assist management in implementing ways to operate more efficiently and effectively.
- Familiar with developing and interpreting cost analysis, budget plans, and developing and presenting briefings to senior management.
Required Qualifications:
- Active CBP BI clearance is preferred
- 7-10 years of relevant experience
- Bachelor's degree in a related field.
- Onsite 5 days a week.
