QED Systems, LLC is currently recruiting an Acquisition Analyst to join our team at Fort Belvoir, VA to support our customer, Project Manager Terrestrial Sensors (PM TS).
The Acquisition Analyst position supporting Project Manager Terrestrial Sensors (PM TS) involves supporting the development and acquisition of a new electro-optical sensor system. This role will focus on the initial planning, documentation, and management of the system acquisition, including writing key acquisition documents and interfacing with government and vendor stakeholders. The analyst will be part of an Integrated Product Team (IPT) and will contribute to the system's lifecycle from cradle to grave.
Duties:
Acquisition Documentation: Lead the development of acquisition and contract/Other Transaction Authority (OTA) documentation.
Coordinate products across the acquisition process, assist with milestone documentation and participate in test events.
Support acquisition strategy and plan development, procurement package development, and quality assurance support for contracting processes, ensuring acquisition program requirements identified in DoD Directive 5000.01 are met.
Support all phases of government contracting from pre-award to post-award. Responsible for data collection, analysis, documentation management, and administrative functions associated with contract award execution.
Interface with Stakeholders: Serve as the primary point of contact between the IPT and the Government Contracts Officer (KO) or Agreement Officer (AO), as well as vendors.
Deliverables Tracking: Monitor and ensure timely completion of vendor deliverables.
IPT Participation: Participate in the Integrated Product Team, contributing to all aspects of the new sensor system.
Support budget management, logistics, and risk assessment, as it pertains to system acquisition and lifecycle management.
Required Skills & Experience:
A strong understanding of the Defense Acquisition System, DoDi 5000, and product life cycle management.
Familiarity with project team management and experience in preparing acquisition and contracting documents is essential.
Detailed-oriented with excellent technical, verbal, and written communication skills.
Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.
Must be able to clearly articulate analysis through both oral and written communication.
Required Clearance:
ACTIVE CLEARANCE LEVEL REQUIRED: Secret
Qualifications:
Bachelor’s degree required.
At least six (6) years of DoD contracts and acquisition program experience, preferably in an Army program required.
An additional six (6) years of work experience may be substituted for education.
Master’s degree or higher may be substituted for three (3) years of work experience if the degree is in a related field.
Travel:
Less than 10% travel is expected for this position.
Work Environment:
This position will be co-located with the customer and other contractors in Government office spaces at Fort Belvoir, VA.
