Constellation West is a 29-year WOSB and Prime Federal Contractor Providing A&AS support to the Government with the J64 Integrated Master Plan (IMP) and Integrated Master Schedule (IMS). Provide support to J64 senior-level leadership, USSTRATCOM customer(s), and 55CONS to develop an IMS consisting of 1k+ unique IDs.

JOB REQUIREMENTS:
- At least three (3) years' experience conducting customer surveys to gather feedback and requirements in order to improve processes and applications to increase information sharing and collaboration among geographically separated organizations.
- At least three (3) years with analysis, problem solving, and the ability to troubleshoot technical issues associated with individual web development efforts, web page rendering, latency and authentication/access issues.
- At least three (3) years' experience performing administrative duties in a joint environment. Contractors shall possess experience with Microsoft Office applications to include Word, PowerPoint, Outlook, Excel, and SharePoint 2019 / M365 or later, as well as experience or training administering web services for information management and knowledge management functions.
- At least three (3) years' experience providing training and educating the customer base on existing, newly established, and implemented applications, to include documentation such as training materials, Standard Operating Procedures (SOPs), and flowcharts.
- At least three (3) years' experience using technology to streamline unique business processes for the overall benefit of an organization. Demonstrated experience with Information Management (IM) / KM intelligence tools, processes, and activities is highly desired.
- At least three (3) years' experience communicating with senior ranking government and military officials. Experience shall demonstrate the ability to deconstruct complex technical theories into understood concepts.
- At least five (5) years' experience supporting office and business process automation using a variety of business productivity tools such as O36 or similar to collate data and streamline processes.
- At least five (5) years' experience using Microsoft PowerPoint, and similar industry recognized standard presentation/graphics applications necessary to support advanced briefing development.
- Demonstrate ability to document processes and tools and train personnel on the tools and processes accordingly.
- Demonstrate at least three (3) years' experience in creating documentation that allows stakeholders to understand the steps of a project or process, and duplicate or replicate if necessary.
- Demonstrate ability to communicate with users, other technical teams, and senior management to collect and document requirements, transfer requirements to the development team, create training materials and train users as needed.
- Demonstrate ability to communicate orally and in writing and possess an aptitude for working with multiple project teams and coordinating concurrent projects.
DESCRIPTION:

RESPONSIBILITIES:
- Shall provide support in the pursuit of content by surveying internal customers to gather feedback and requirements. (CDRL A003)
- Participate in discussions, meetings, conferences, publication, evaluations, and special projects: providing accurate and relevant feedback within specified timeframes. (CDRL A002, A003, A005)
- Advise and assist the Government on best practices for information sharing to support day-to-day operations, crises, and exercises with a focus on improving the USSTRATCOM J2 presence in the Intelligence Community (IC) on multiple computer network systems.
- Advise and assist the Government with creating new and updating existing USSTRATCOM Intelligence KM Enterprise Standard Operating Procedures (SOPs) and documentation and broadening the USSTRATCOM J2 KM plan, CONOPs, Mission/Vision and policies and guidance for advancing the J2 KM program. - Assist in providing training and education on KM principles, policies, guidelines, tools, and processes to the J2 workforce as well as advising other USSTRATCOM directorates and Component Commands on J2 principles, mission sets and responsibilities in relation to supporting CDRUSSTRATCOM and the IC. - Perform services in a flexible and dynamic pace in order to integrate, test, and evaluate prototype applications into current SharePoint environment.
- Provide Webmaster support to update and maintain the J2 unclassified and classified web sites as requested. (CDRL A003)
