Position Overview
Quantum Science Solutions (QSS) is seeking an experienced IT Program Manager to lead and coordinate complex, high-visibility IT programs for a U.S. Government customer. The selected candidate will be responsible for full lifecycle program management, including project planning, technical integration, budgeting, stakeholder communications, and Agile team leadership.
This role requires strong technical knowledge, outstanding organizational and communication skills, and experience managing both on-prem and cloud-based infrastructure programs in a secure environment.
Key Responsibilities
• Manage the delivery of complex IT programs, including system integration and modernization efforts.
• Facilitate and participate in stakeholder meetings, technical reviews, and information sessions.
• Coordinate program schedules, distribute meeting minutes, track action items, and ensure follow-through.
• Prepare program plans, technical documentation, financial reports, and budget spend plans.
• Analyze functional business requirements and translate them into actionable IT specifications.
• Lead the evaluation of cloud strategies and select appropriate services to meet evolving program needs.
• Design, develop, and support hybrid network environments, including modern cloud infrastructure.
• Oversee server/workstation builds, OS and software patching, and secure IT asset configurations.
• Support cyber defense activities to protect enterprise IT systems from evolving cyber threats.
• Plan, design, and maintain network and system security architectures, policies, and processes.
• Lead and mentor Agile Scrum teams to ensure successful delivery of technical solutions.
• Draft user manuals, installation guides, training materials, troubleshooting documentation, and status reports.
• Provide consistent verbal and written communication to internal stakeholders and senior leadership.
Mandatory Skills & Experience
• Demonstrated experience managing large-scale IT programs, including system integration and modernization.
• Proven ability to coordinate program schedules, track milestones, and manage deliverables.
• Strong understanding of functional analysis, IT systems design, and technical proposal development.
• Hands-on experience evaluating and deploying cloud services based on mission requirements.
• Experience managing cloud and on-premise environments, including hardware and system configurations.
• Knowledge of cyber defense strategies, network and system security design, and compliance frameworks.
• Success leading Agile teams and delivering results using Scrum practices.
• Ability to communicate clearly with technical and executive audiences.
• Experience drafting and editing technical documentation for varied user groups.
Education Requirement
• Bachelor’s degree in Information Technology, Computer Science, Systems Engineering, or a related field.
• Equivalent experience may be substituted for a degree on a year-for-year basis.
Preferred Skills
• Experience reviewing enterprise network architecture, performance, and cost-benefit tradeoffs.
• Ability to integrate IT architecture deliverables into cohesive technical roadmaps and plans.
• Strong project planning, risk management, and mitigation strategy experience.
• Experience briefing senior leadership and stakeholders on project statuses and capabilities.
• Familiarity with enterprise cloud platforms and infrastructure.
• Experience supporting cross-team coordination for modernization efforts.
• Knowledge of Agile enterprise frameworks and communications planning.
