• The Police Advisor provides subject matter expertise to client and Local Government officials in law enforcement operations, training and administrative processes, drawing on extensive, specialized experience depending on the area: intelligence, firearms, gangs, kidnapping, drugs, internal affairs.
• Primary Responsibilities:
• The Advisor is based in Tegucigalpa and coordinates with Honduran government counternarcotics agencies, including the National Police Anti-Drug Directorate (DNPA), Honduran Police Special Forces (COE), Public Ministry's anti-drug office (DLCN), Department of Intelligence (DNII), among others.
• Identifies opportunities for GOH and U.S. Government collaboration including opportunities to integrate counternarcotics elements into other INL projects.
• Provides subject matter expertise, developing and delivering counternarcotics training and instruction in the areas of policy development, intelligence analysis, law enforcement security, public relations, administrative processing.
• Assists INL to coordinate program development, implementation, and reporting.
• Assists INL to ensure effective and ongoing coordination, communication, and support of programs and initiatives in compliance with the comprehensive U.S. mission and INL strategy for the counternarcotics programming in Honduras.
• In coordination with the INL counternarcotics team, works with U.S. interagency to identify synergies and areas of overlapping priorities for training and assistance.
• Based on comprehensive assessment on Honduran capabilities and program/project execution, suggests avenues for mid-course correction if a program is not achieving its goals.
• Attends meetings with U.S. and host-government officials. Keeps the INL Program Manager, Program Officer, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to interdiction and counternarcotics activities.
• Hours for this full-time position will be the core hours of the U.S. Embassy in Tegucigalpa, Honduras, Monday through Friday, 40 hours per week.
• National and international travel may be required.
• Provides weekly, monthly, quarterly, and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Reports on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants.

Education and/or Experience:

• Bachelor's degree in international relations, law enforcement, public policy or related field or (10) years of related professional law enforcement experience.
• fifteen (15) years' experience with U.S. or other country law enforcement or military, which must include three (3) years working overseas in an Embassy environment, or three (3) years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs)Experience working with law enforcement in Central and South America.
• Individual must have a demonstrated track record of accomplishment in the specific Subject matter requested.
• Experience briefing in Spanish and English.
• Previous experience working in Honduras or other Latin American countries on law enforcement or counternarcotics programs.

Knowledge, Skills, and Abilities:

• Proficiency in Spanish and English.
• FSI level 3/3 Spanish, FSI level 3/3
• Working knowledge of managing program resources, project planning, analysis, design, implementation, monitoring, and evaluation.
• Knowledge and experience in law enforcement environment.
• Must possess, at the time of assignment, detailed knowledge of the following fields: Counternarcotics Policy, Counternarcotics-related law enforcement
• In possession of a current and valid driver's license for at least one year.
• Strong analytical, communication and inter-personal skills.
• Ability to work well with others.
• Proficient with Microsoft Suite of products including, Word, Excel, Access and E-mail business software.
• Understanding of fentanyl and synthetic drugs basics, precursor chemicals and supplies chains.
• Certificates, Licenses, Registrations:
• Language - Foreign Service Institute (FSI) level 3/3 Spanish, English level 3/3.

Security Clearance:

• MRPT Level Required
• Must be able to successfully complete a U.S. government administered investigation for an MRPT (Moderate Risk Public Trust).
• U.S. Citizenship is required.
• Must be able to maintain MRPT eligibility.
• If Third Country National or Local National, must be able to successfully complete a background check through the RSO/U.S. Embassy (Regional Security Office)

Physical Demands:

Must be able to physically and medically perform in Guatemala and in challenging environments. While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell. The employee must occasionally lift and or move up to 25 pounds.

Travel:

Local and/or international travel may be required.
