Job Summary

Seeking a mission-focused Business Development Manager to support execution of corporate and operational growth objectives aligned with a defined Strategic Plan. This role is centered on identifying, qualifying, and advancing business opportunities within the NAVWAR and NIWC Atlantic markets. Candidates must bring a strong understanding of the Navy’s acquisition environment and a proven track record of building relationships across government and industry.

Key Responsibilities

Pipeline Execution: Manage assigned opportunities from qualification through capture and pre-proposal positioning; maintain opportunity data and reporting for leadership.
Capture Leadership: Develop and execute capture strategies aligned to NAVWAR and NIWC Atlantic mission needs. Shape opportunities early and define clear win themes, teaming plans, and solution approaches.
Government Engagement: Leverage and expand relationships with key government stakeholders at NIWC Atlantic and other NAVWAR-affiliated commands to support capture and positioning.
Industry Partnering: Identify and engage strategic industry partners to strengthen teams and fill capability gaps; maintain active relationships with current and emerging players in the NAVWAR ecosystem.
Market Analysis: Conduct ongoing research to identify new demand signals, contract vehicles, and growth targets across NAVWAR and NIWC Atlantic portfolios.
Proposal Support: Collaborate with proposal teams to ensure effective transition from capture to proposal, including input into technical solutions, management approaches, and pricing strategies.
Internal Coordination: Align capture and growth activities with corporate leadership and delivery teams to ensure readiness, responsiveness, and delivery alignment.
Qualifications and Skills

Minimum 10 years of relevant experience in business development, capture management, or delivery leadership within the federal contracting space.
Deep understanding of NAVWAR and NIWC Atlantic missions, priorities, and procurement practices.
Established network of government and industry relationships within the Charleston defense community and broader NAVWAR market.
Proven track record of driving pursuits from identification through award in a competitive environment.
Strong analytical and communication skills; able to brief senior leaders and influence capture outcomes.
Familiarity with DoD acquisition processes, FAR/DFARS, and IDIQ/GWAC vehicles.
Education Requirements

Bachelor's degree required. Relevant fields include Business, Engineering, or related technical disciplines.
Security Clearance

Active Secret Clearance is required.
