Strategy and Engagement Specialist (Executive-Level Support) - ONSITE

We are actively seeking an experienced Strategic Planning and Data Analytics Analyst to support the U.S. Department of the Navy's U.S., US Fleet Forces Command, Fleet Strategy and Engagement Division Fleet to assist with the development, communication and assessing the implementation of the Commander, U.S. Fleet Forces' (USFF) vision and guidance.
This role is contingent upon award.
Work Description:
Provide executive-level strategic planning and communications support to U.S. Fleet Forces Command (USFF). Lead efforts in long-term goal alignment, course of action analysis, and development of performance metrics to support senior leadership decision-making. Synthesize complex data sets into actionable analytical reports, strategic plans, and high-impact communication products.
Coordinate and execute strategic and Congressional engagements for USFF leadership, including developing briefing materials, talking points, and analytic products. Maintain oversight of engagement databases and legislative tracking systems to ensure alignment and continuity in external interactions.
This role requires strong strategic thinking, data analysis, and communication skills, along with advanced proficiency in Microsoft PowerPoint, Excel, and Outlook.

Responsibilities: The Strategy and Engagement Specialist will support tasks such as:
- Strategic Communications Development: Create high-level executive communication products, including 4-star-level Microsoft PowerPoint presentations, speeches, talking points, media kits, fact sheets, newsletters, and briefing templates. Support the drafting of the Commander's Vision and Guidance statements and internal messaging aligned with strategic objectives.
- Communication Planning and Execution: Design and implement targeted communication strategies and execution plans for leadership, internal stakeholders, and external audiences, including Congress. Maintain and manage comprehensive communication plans and content across both classified (up to SECRET) and unclassified networks.
- Strategic and Congressional Engagement Support: Coordinate and support executive-level engagements by developing materials such as information papers, talking points, and executive briefings. Prepare engagement summaries capturing key decisions, outcomes, and follow-up actions. Support logistical planning and material preparation for Congressional visits and engagements.
- Legislative Analysis and Tracking: Track and analyze Congressional Requests for Information (RFIs), legislative developments, and their impact on USFF priorities. Develop strategic Congressional engagement plans with associated metrics and maintain a database of related engagements.
- Strategic Planning and Analysis: Contribute to the development and assessment of USFF strategic plans, long-term goals, and processes. Conduct SWOT analyses to evaluate planning and communication effectiveness. Develop actionable Plans of Action and Milestones (POA&Ms) and decision support tools to inform senior leadership.
- Performance Measurement and Coordination: Develop and maintain performance metrics to assess the impact of strategic communications and planning initiatives. Coordinate USFF staff input on key issues to support alignment in planning and decision-making.
Minimum Requirements:
- Secret security Clearance
- Master's degree or bachelor's with 7+ years of experience
- 4+ years in strategic communications and executive-level product development
- Advanced PowerPoint: Custom master slides, templates, multimedia integration, and co-authoring tools
- Advanced Excel: Dashboards, pivot tables, data modeling, and analytics
- Outlook: Calendar and contact management, ghost emailing, and advanced email organization
