Duties

The United States Space Force (USSF) at Vandenberg SFB, Lompoc, CA is searching for an Electromagnetics Spectrum Operations Manager, 2ROPS (NH-0391-03, GS-12/13 Equivalent).

Description:
Serve as Electromagnetic Spectrum Operations Manager in the Western Range (WR) Spectrum Management Office (SMO). Manage and monitor Space Launch Delta 30 (SLD 30), Vandenberg Space Force Base, WR, Air Force and Space Force spectrum dependent systems, plans, and programs as they relate to spectrum operations. Provide authoritative technical expert advice and direction for organizing, developing, and coordinating plans, policies, procedures, and directives to achieve and maintain compatible electromagnetic spectrum for terrestrial, aeronautical and space systems.
Manages the Radio Frequency (RF) environment at the WR and throughout Vandenberg Space Force Base and adjacent areas. Serves as the sole focal point for spectrum allocation and RF interference issues. Provides authoritative expertise for Space Systems Command and SLD 30 on frequency management issues. Interprets national, international, AF and DoD frequency spectrum directives, standards and policies. Develops implementation policies and applies changes to promote and ensure efficient, effective and secure use of the spectrum. Ensures compatible operation of electromagnetic systems and promotes frequency coordination within and adjacent to the WR. Preserves access to the radio frequency spectrum in support of national policy objectives, and systems development through analysis and effective use of the spectrum. Minimizes harmful interference by ensuring compliance from range and range-hosted spectrum dependent systems with all national, federal, joint, departmental, and SLD 30 spectrum management instructions, policies and procedures. Leads in the detection, identification and elimination of harmful electromagnetic interference (EMI) affecting WR and base operations. Provides guidance and support to SLD 30 management on all RF issues. Evaluates RF requests from future operations for compatibility and propose changes if necessary. Coordinates detailed agreements among users of spectrum on the WR.

Ideal Candidate:
- Desired experience: operational level DoD spectrum management experience involving multi-service, multi-agency coordination in dynamic, time-sensitive environments; experience as, or working closely with, Area Frequency Coordinator to schedule and deconflict RF spectrum with neighboring regional authorities; Major Range and Test Facility Base; Air Force base-level spectrum management policies, processes and procedures
- Completed Spectrum XXI training
- Proficiency using DoD spectrum management databases
- Highly effective communicator, written and verbal. Ability to clearly articulate complex issues to a wide audience from technician to senior leaders

Key Skills and Abilities:
1. Extensive and in-depth knowledge of a broad range of telecommunications theories, principles, methods and specific knowledge of WR (or equivalent) radio frequency (RF) standards, methods, practices, techniques, materials, systems and equipment.
2. Comprehensive specialized knowledge of radio frequency spectrum management and associated technical, legal and procedural matters; and a wide range of communications, instrumentation and operational systems experience.
3. Knowledge of WR (or equivalent) operational guidelines, contractor evaluation methods and systems requirements.
4. Knowledge of national and international rules and agreements, DoD and AF policies, directives and other regulatory material affecting spectrum management and electronic countermeasures.
5. Knowledge of latest advancements in RF telecommunications technologies including transmitter power, antenna gain, antenna systems limitations, equipment operating characteristics, effects of changing frequencies, etc., and ability to assess impacts on operational capabilities, costs and site selection.
6. Knowledge of health, safety, and environmental standards as outlined in applicable directives.
7. Ability to communicate effectively, both orally and in writing.

  • Must be a U.S. Citizen.
  • Employees must be able to obtain and maintain a Secret security clearance.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance for the position.

  • This position requires the experience of holding an unlimited warrant (Air Force Federal Acquisition Regulation Supplement (AFFARS) 5301.603-2-90(a)).
  • May be required to travel by military or commercial aircraft within CONUS or to downrange sites in the performance of Temporary Duty Assignments (TDY).
  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework"
  • PCS/Relocation funding is not available.
  • May be subject to recall during other than normal duty hours and may be required to work overtime on an unscheduled or emergency basis.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • Incumbents on this position may need to be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • May be required to review RF equipment and interfaces at remote site locations.
  • May involve climbing to the top of buildings, towers, etc. to inspect equipment.
