General Function:
- Coordinate changes to computer databases and test and implement updates using knowledge of database management systems.
- Plan, coordinate, and implement robust security measures to safeguard sensitive data and ensure compliance with Government standards.
- Design, develop, implement, and maintain databases using tools such as MS Access, Oracle, and Microsoft SQL Server.
- Monitor and optimize database performance, conduct regular backups, and ensure data integrity through validation and cleansing processes.
- Develop and maintain disaster recovery plans and support the Risk Management Framework (RMF) authorization process.
- Collaborate with systems analysts, developers, and project teams to define database requirements, schemas, and integration strategies.
- Analyze and plan for changes in data capacity; perform configuration, problem, capacity, and financial management for databases.
- Create and manage user accounts, permissions, and access controls while ensuring data consistency and availability.
- Support the development of data models, standards, policies, and procedures for Government review.
- Stay current with industry trends and provide recommendations for database system improvements and upgrades.
- Document database configurations, maintenance activities, and troubleshooting steps; deliver end-user support for database tools and applications.
- Use a variety of release environments (e.g., Development, Test, Production).
- Attend virtual meetings with the customer.
- Work in approved DoD environments.
Qualifications:
Education/Certifications/Experience/Skills:
- BS degree in Computer Science, Information Technology, or an equivalent technical degree from an accredited college or university.
- 10+ years' experience administering databases.
- IAT-II Certification: CCNA Security, CySA+, GICSP, GSEC, Security+ CE, CND, SSCP.
- Must possess and maintain government security clearance at the Secret Level.
- Proven experience coordinating, developing, implementing, and maintaining large-scale database systems.
- Strong expertise with MS Access, Oracle, Microsoft SQL Server, Python, and Microsoft VBA.
- Demonstrated ability to plan and implement security measures aligned with DoD cybersecurity standards and RMF.
- Solid understanding of data modeling, data warehousing, data mining, and directory replication services.
- Proficient in performance tuning, query optimization, and capacity planning for complex database environments.
- Experience conducting integrated security testing, resiliency assessments, and performing risk analyses.
- Skilled in backup and recovery strategies to ensure data availability and integrity.
- Ability to lead configuration management, problem management, and financial management tasks for database systems.
- Excellent communication skills to collaborate with cross-functional teams, stakeholders, and upper management.
- Strong multi-tasking skills are essential.
- Excellent analytical and problem-solving skills.
Preferred:
- Experience supporting Department of Defense (DoD) or Navy IT systems and adhering to strict security protocols.
- Familiarity with developing and executing software system testing and validation procedures aligned with CMMI/Agile frameworks.
- Knowledge of directory replication and publish/subscribe functions for real-time data exchange.
- Prior involvement in large-scale data migrations, cloud database hosting, or hybrid data solutions.
- Advanced certifications in database technologies, security, or data management (e.g., Oracle Certified Professional, Microsoft Certified: Azure Database Administrator Associate).
- Strong background integrating database systems with application development teams to ensure optimal schema design and performance.
- Experience in Atlassian JIRA, ServiceNow, Microsoft SharePoint, and Wiki for content management.
- IAT Level III certification.
