Position Overview
Quantum Science Solutions (QSS) is seeking an IT Program Manager to oversee full lifecycle software development and technical project management for high-visibility technology initiatives supporting a U.S. Government customer. This role requires leadership in Agile program execution, coordination across engineering, operations, and security teams, and a strategic vision that aligns technical delivery with long-term mission requirements.
The ideal candidate brings hands-on experience managing Lean Agile development teams, defining user needs, and delivering secure, compliant software solutions in a dynamic environment.

Key Responsibilities
• Lead Lean Agile development teams, including sprint planning and prioritization of MVIs, Features, and user stories.
• Translate stakeholder requirements into technical system requirements.
• Manage delivery timelines, ensuring commitments are met within schedule and budget constraints.
• Monitor the progress of multiple, concurrent software development projects.
• Identify and mitigate technical and programmatic risks throughout the project lifecycle.
• Leverage Jira to manage backlogs, sprints, and program dashboards.
• Maintain long-term strategic objectives and align technical development to future mission needs.
• Coordinate briefings, reports, and presentations across multiple stakeholders and leadership levels.
• Support configuration management, deployment planning, and A&A compliance tracking.
• Provide continuous program insight via sprint burn-up charts, top line metrics, and milestone tracking.
• Recommend corrective actions as needed based on project health and performance indicators.
• Facilitate collaboration across teams for system integration, security support, and operations.

Mandatory Skills & Experience
• Proven experience leading Lean Agile development teams in complex software environments.
• Deep understanding of Agile lifecycle planning, sprint forecasting, and backlog grooming.
• Experience managing system delivery from requirements definition to deployment.
• Strong knowledge of Jira for Agile project tracking (portfolios, products, and sprints).
• Experience tailoring technical information for multiple audiences in briefings and written reports.
• Ability to assess project status and implement corrective action plans when necessary.
• Familiarity with risk management frameworks and mitigation strategies.
• Experience managing high-visibility systems and reporting deployment status to stakeholders.
• Knowledge of cloud platforms such as AWS or Azure.
• Experience coordinating program activities, meetings, and Project Management Reviews (PMRs).

Education Requirement
• Bachelor’s degree in Information Technology, Systems Engineering, Computer Science, or a related technical field.
• Equivalent experience may be substituted for a degree on a year-for-year basis.

Preferred Skills
• Recent experience applying Lean Agile methodologies within a secure government environment.
• Experience reporting sprint metrics, burn-up charts, and managing sprint goals.
• Experience with Sponsor-specific repositories, segmentation services, workflows, and DevSecOps pipelines.
• Familiarity with cost estimation and deployment planning in secure environments.
• Ability to ensure applications and services remain compliant with accreditation and software lifecycle standards.
• Working knowledge of change and configuration management tools and processes.
