Administrative Operations Manager| Pentagon, VA | TS/SCI
Position Summary:
Provide services for administrative operations management support activities for the Office of Net Assessment (ONA).
Required Qualifications:
• The Contractor shall be proficient in the use of the Microsoft Office Suite of applications including Word, Excel, PowerPoint, Outlook, SharePoint, and Adobe Acrobat.
• Must have minimum 10 years related administrative management experience in the DOD, to include in depth working knowledge of planning and developing administrative procedures; managing schedules and deadlines; coordinating and overseeing team and office activities; maintaining inventory of office supplies; military manning, military personnel actions and military awards; managing official taskers, issuance coordination, and Executive correspondence (including Cables); coordinating, planning, and overseeing services, such as scheduling, parking, printing and facilities services requirements, facilities management, communications and information technology (IT) requirements; visitor requests and escorting; official passports; and official mail.

• Experience with OSD systems and procedures.
Responsibilities:
General Administrative Support
• Provides administrative support to the ONA office of about 25 employees.
• Monitor controlled access to suite entry and escort office visitors and answer phones (as necessary).
• Operate basic office equipment, including telecommunications, fax machines, reproduction machines.
• Coordinate and liaison with the appropriate entities to ensure basic office equipment is operational.
• Serves as back-up to the Executive Assistant for scheduling appointments, meetings and travel arrangements; answers telephones, takes messages, and receives visitors.
• Responds to emergent requirements after normal duty hours and weekends.
• Other general administrative support, as required.
Office Business Operations Support
• Maintains cognizance of, and compliance with all applicable OSD policies and procedures and ensures office SOPs adhere to the same, and employees are kept abreast of changes.
• Assists in developing and implementing SOPs.
• Researches, reviews, and analyzes Office of Personnel Management (OPM), DOD, Secretary of Defense (SecDef), Deputy of SecDef and other DOD agencies' regulations and policies for compliance and internal dissemination.
• Independently researches and resolves problems, coordinates resolutions, and advises on routine issues relating to office business operations.
• Develops and maintains continuity of service materials (e.g., digital or hard copy continuity books).
• Serves as primary escort for visitors meeting with ONA Director(s) and Chief of Staff.
• Drafts and maintains Memorandum For Record files for Appointments and Delegation of Authority documents.
• Maintains inventory of office supplies.
• Updates and maintains periodic status reports, dashboard(s) and any other recurring information requested by the ONA Director(s) and/or Chief of Staff.
• Coordinates and liaises with the appropriate entities to assist staff with official passports.
• Assists with the Foreign Gift tracking and reporting program.
• Serves as the Alternate Information Security POC/Manager.
Records Management and Correspondence Support
• Logs, reviews, distributes, and monitors issuances and DOD task-related correspondence, coordinating with the Chief of Staff to obtain and convey issuance clearance and feedback.
• Supports records management processes for compliance and inspection for ONA unclassified and classified records, as needed.
• Assists with the management of incoming and outgoing mail, to include receiving, sorting, and distributing incoming mail, other documents and packages, as needed.
• Assists with sending documents via electronic methods, U.S. Mail, or use of overnight delivery services (or a combination of more than one) using a correspondence tracking system.
• Circulates documents for internal ONA review, as requested.
• Maintains files and records of various types.
Information Technology and Telecommunications Support
• Serves as an ONA liaison with the DISA Joint Services Provider team for IT related services and equipment for ONA personnel, to include submitting Help Desk ticket requests and ensuring issues are resolved in a timely manner.
• Serves as ONA's on-site representative for emerging troubleshooting issues that require engagement with JSP's contact team, particularly for conference room IT systems.
• Supports requests for telecommunication services for ONA personnel, to include submitting ticket requests and ensuring tickets are resolved in a timely manner, as needed.
Travel and Transportation-Related Support
• Assists with obtaining passports and visas for official travel.
• In coordination with the ONA Security Manager, provides guidance to staff on achieving compliance with the Foreign Clearance Guide for international travel.
• In coordination with the ONA Security Manager, prepares Aircraft and Personnel Automated Clearance System (APACS) requests.
• Assists eligible staff members with and facilitates access to the Mass Transportation Benefits Program.
• Assists with managing ONA's parking requirements and liaises with the Pentagon Parking Office.
• Submits temporary parking requests, as required.
Strategic Support
• Coordinates meetings and venues for the Chief of Staff and documents meeting decisions, action items (and action owner), tracks progress and provides meeting minutes.
• Attends staff meetings as requested and take minutes if required by management.
• Coordinates and participates in wide array of projects, as requested by Chief of Staff and/or ONA Office Manager.
• Provides advice and guidance to the Director and Chief of Staff, including recommending new ways to continuously improve the performance and morale of the team as a whole.
• Provide expert advice to the Chief of Staff on long-term planning goals and objectives using proven business strategies, processes, and practices.
• Responsible for the day-to-day management and administration of a wide range of strategic and operational services in support of ONA execution and administrative functions.
Military Personnel Administrative Management
• Manages military manning and personnel actions, including pay actions, as required.
• Manages ONA's military evaluations, including tracking suspenses and statuses, drafting inputs, and coordinating approvals and submission with rated service members and raters.
• Manages ONA's military awards, including for specially recognized and outgoing military personnel.
Human Resources (HR) Support
• Assists with in- and out-processing of personnel, including the maintenance of office in-processing and out-processing checklists;
• Assists the Chief of Staff and ONA HR/Office Manager with requests for permanent or temporary personnel;
• Assists with the processing of furlough actions (in the event of a Government shutdown).
• Assists with civilian award nominations and civilian performance management programs.
• Assists the Chief of Staff and ONA HR/Office Manager as an ONA POC with WHS-HRD, facilitating collaboration between ONA and HRD on ONA HR related personnel actions, including hiring, benefits, incentives, and other administrative actions.
