Duties

1. Serves as the program manager for the Integrated Deployment System (IDS) Deployment Management System (DeMS), Contingency Operations/Mobility Planning and Executive System(COMPES), Logistics Module-Base Level (LOGMOD-B), Computer Aided Load Manifesting (CALM),and Cargo Movement Operations System (CMOS). Ensures all systems interface within IDS. Serves as the subject matter expert for COMPES to assist the unit commander and logistics officer in selecting, deploying and monitoring contingency forces. Maintains LOGMOD-B and the Logistics Detail (LOGDET) data. Designs logistics packages to meet Operation Plans (OPLAN) tasking and coordinates with tasked units to ensure compliance and accuracy of systems. Produces CALM products for unit deployment exercises or operations. Provides continuous guidance and instruction to unit personnel on COMPES, Logistics Detail-Base Level (LOGDET-B) data and Manpower/Personnel Module-Base Level (MANPER-B) matters. Coordinates both LOGMOD-B and MANPER-B portions of COMPES for input and processing. Produces COMPES data to support wartime activities and Operations-Other-Than-War (OOTW) required by units to mobilize and deploy equipment and personnel. 20%

2. Formulates and consolidates logistical annexes for IDS guidance, based on regulations, manuals, instructions and directives issued by higher headquarters. During peacetime and actual/training deployments, provides staff input and participation in the Deployment Control Center. Manages the Unit Deployment Control Center (UDCC) to ensure each deployment runs efficiently. Plans and develops deployment training for the unit, in addition to conducting deployment training exercises. Ensures the unit meets all pre-execution and command and control requirements for deployments. As directed, and in conjunction with the commander, resolves deployment-oriented problems. Reviews deployment assessment capabilities with the unit commander to ensure required deployment training is conducted. Briefs the commander regarding plans for the movement of personnel and equipment during simulated and actual deployments and exercises. 20%

3. At the direction of, and in conjunction with, the commander, identifies required deployment/redeployment support with the unit staff and host base for the transportation of equipment and personnel. Determines the type and number of aircraft required for mission deployment. Validates load plans, hazardous cargo, priority shipments customs clearance requirements. Ensures all unit personnel and equipment are properly identified and prepared for deployment. Assists the commander in determining the types and numbers or quantity of troops and equipment available for tasking. Schedules, via correspondence, with headquarters (i.e. Air Force Materials Command (AFMC), Air Combat Command (ACC), Air Mobility Command (AMC),National Guard Bureau (NGB) and Numbered Air Forces), when required, to accomplish specific mission requirements. 15%

4. Reviews resource/logistics plans, programs and deployment activities with the commander to ensure authorized mobility equipment is available or on order, and ensures equipment is properly budgeted. Develops load plans and analyzes transportation requirements for the unit. Schedules all requirements through AMC and Military Transport Movement Command (MTMC) to ensure personnel and equipment arrive according to planned tasking. Directs, controls and coordinates all Air Expeditionary Force (AEF) deployments for the unit. Defines and publishes local guidance for deployment procedures. Ensures the unit meets all pre-execution and actual deployment requirements, Area of Responsibility (AOR) and specific reporting instructions. Attends AEF scheduling conferences. Reviews Operations Plans (OPLANS), Concept Plans (CONPLANS), Concept of Operations (CONOPS), Exercise Plans and Execution Orders for tasking from Headquarters. Determines availability of personnel and equipment for tasking and manages the War Reserve Material (WRM) assets at the home station. Analyzes and identifies tasking for logistical shortfalls, Limiting Factors (LIMFACs) and problems. Formulates and prepares the unit's logistical annex to the Installations Deployment Plan (IDP) in accordance with all applicable regulations and directives. Coordinates unit unique mobility requirements with the host flying bases. Ensures that unit specific requirements are included in the host base's IDP and ensures host base capabilities to meet unit requirements. 15%

5. Participates in site surveys to ascertain, identify, and plan airlift and logistical support requirement needs in support of unit contingency operations/taskings. Serves, as required, on the Installation Support Team (IST). 10%

  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the unit is closed or delayed reporting, and remain on-duty during phased or early release.
  • May occasionally be directed to work other than normal duty hours.
  • May require travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the incumbent to drive a motor vehicle; if so, an appropriate valid driver's license is mandatory.
  • May be required to wear special protective clothing such as coats, boots, vests, gas masks, and/or helmets and may be exposed to high levels of noise such as aircraft engines.
Qualifications

Military Grades: Enlisted, E4-E7

Compatible Military Assignments: 2G0X1 (preferred not required)

GENERAL EXPERIENCE :
Must have experience, education or training involving judgement and/or analytical ability in the logistics field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE :
1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions.

Education

Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the KSAs necessary to perform the duties of this position.

  • Knowledge of a variety of maintenance concepts, principles, and practices concerned with planning, design, and maintenance of ANG facilities, utilities, fire and intrusion detection, and for streets and parking facilities to ensure proper maintenance of government facilities and property.
  • Knowledge of principles, concepts, and methods of facility operations sufficient to design projects, plan approaches to assignments, determine facility and grounds maintenance, restoration, and repair needs, to prepare plans and specifications for alterations to facilities, to serve as a contractors representative to ensure compliance with contracts, to schedule sequence of operations, to coordinate work forces and resources and to negotiate on various issues related to managing facilities and grounds.
  • Ability to resolve complicated technical issues having no clear precedent, to evaluate, adapt, or modify procedures and practices concerning property facilities, utility systems, buildings, equipment, plans, and grounds; determine deficiencies and prepare packages for unusual or new construction and repair resulting from ever changing missions; prepare initial project scopes, descriptions, and justifications for necessary facility modifications when infrastructure capabilities cannot support valid mission requirements; and prepare work packages that include drawings of the existing areas involved
