Strategic Resilience Group (SRG) is seeking a highly qualified Senior Scientist and Science Technician to serve as Key Personnel for our support to the Department of Homeland Security (DHS), Science and Technology Directorate, Compliance Assurance Program Office (CAPO), Human Research Protections Group (HRPG). This individual will provide technical expertise, regulatory oversight, and compliance support to ensure that all DHS-sponsored research activities align with federal laws, including the Common Rule, and uphold the ethical standards established in the Belmont Report.

As a key member of the HRPG support team, this position will act as an alternate Program Manager and provide leadership in human research protections compliance across the department. The successful candidate will bring demonstrated expertise in human research protections, regulatory compliance, and programmatic oversight, and will serve as the senior technical advisor for all HRPG-related activities.

Remote with availability for local, regional, and national travel

Responsibilities:

Serve as the principal technical advisor for all human research protections compliance efforts under the HRPG contract.
Review and evaluate research protocols involving human subjects for compliance with the Common Rule (6 CFR Part 46), including IRB approvals, informed consent processes, and Federalwide Assurances.
Provide oversight for post-approval monitoring and compliance audits of DHS-sponsored research activities.
Coordinate with federal agencies, IRBs, and research institutions to ensure ongoing compliance and risk mitigation.
Draft and revise DHS directives, guidance documents, and educational materials on human research protections.
Assist in training development and delivery for DHS personnel and stakeholders regarding research ethics and compliance.
Analyze complex regulatory and ethical issues, prepare briefings and reports for executive leadership, and make actionable recommendations.
Maintain awareness of evolving regulations, trends, and best practices in human research protections and implement them across the HRPG portfolio.
Serve as alternate to the Program Manager, with full authority to act on all matters related to contract execution in their absence.


Required Qualifications:

Master’s degree or higher, preferably in a STEM discipline, health policy, law, or information technology.
Extensive and demonstrated experience in human research protections, including IRB and HRPP/REC administration.
Deep knowledge of the Common Rule, Good Clinical Practice (GCP), and federal research compliance standards.
Eligible to sit for the Certified IRB Professional (CIP) exam.
Proven ability to lead and advise on research compliance frameworks and oversight mechanisms.
Excellent written and oral communication skills; able to present to senior officials and lead technical discussions.
Strong analytical skills with the ability to manage multiple complex initiatives simultaneously.


Preferred Qualifications:

Prior DHS or federal agency experience related to research compliance or oversight.
Experience with developing policy and guidance in federal environments.
Demonstrated experience leading interagency or cross-functional research compliance initiatives.
