Director of Finance & Administration
Job Summary
The Director of Finance & Administration is a senior leadership position responsible for all financial and operational functions within a mid-sized government contracting organization. This role ensures financial integrity, regulatory compliance, strategic forecasting, and operational efficiency. The Director oversees accounting, budgeting, financial reporting, indirect rate structures, procurement, proposal pricing, and cost control for government contracts. The role also provides leadership on internal controls, audits, DCAA readiness, and contract compliance under FAR/DFARS regulations. In addition, this role manages administrative and operational processes to support overall business goals.
Essential Responsibilities
Financial Leadership & Strategy
* Lead the development and implementation of financial strategies aligned with the company's growth objectives and contract portfolio.
* Serve as the senior financial advisor to executive leadership, providing strategic insight on budgeting, forecasting, and cash flow.
Government Contract Financial Management
* Manage all aspects of contract financials including pricing, budgeting, revenue recognition, and billing across T&M, FFP, and Cost-Plus contracts.
* Ensure compliance with FAR, DFARS, CAS, and other federal requirements.
* Oversee the preparation of Incurred Cost Submissions (ICS) and responses to DCAA audits and inquiries.
* Implement and manage indirect rate structures (e.g., Fringe, Overhead, G&A) and monitor cost allocations.
Accounting, Compliance & Reporting
* Perform accounting functions, such as payroll processing, accounts payable, cash collections and general ledger management.
* Lead the month-end, quarter-end, and year-end close processes.
* Ensure financial statements and reports are GAAP-compliant and meet federal reporting standards.
* Manage internal and external audits, including financial, tax, and DCAA audits.
Operational Oversight
* Lead and optimize back-office operations including procurement, facilities, and administration.
* Ensure vendor management, contract compliance, and risk mitigation processes are in place.
* Drive process improvements to increase operational efficiency and scalability.
Proposal Support & Pricing
* Partner with the business development and capture teams on cost proposal strategy and pricing.
* Provide pricing support and analysis for government RFPs, RFIs, and task orders.
* Analyze bid structures to ensure competitiveness and profitability.
Personnel Management
* Supervise and develop finance and operations staff, including third party vendors and consultants
* Lead hiring, performance reviews, coaching, and team development initiatives.
* Foster a culture of accountability, compliance, and continuous improvement.
Stakeholder & Partner Engagement
* Act as primary liaison with auditors, banking institutions, government agencies, and subcontractors.
* Prepare financial and compliance reports for executives, board members, and agency partners.
Qualifications
Education & Experience
* Bachelor's degree in accounting, Finance, or Business Administration (Master's or MBA preferred).
* Minimum 7 years of financial management experience, including 3+ years in government contracting.
* Strong knowledge of FAR, DFARS, CAS, DCAA audits, and federal cost principles.
* Experience with ERP systems such as Deltek Costpoint, JAMIS, QuickBooks, Unanet.
Preferred Certifications
* CPA or CMA preferred.
* NCMA CPCM, CGFM, or other government-focused financial certifications are a plus.
Skills & Abilities
* Proven ability to lead finance and operations in a multi-contract, multi-agency environment.
* Expertise in government proposal pricing and compliance documentation.
* Strong analytical, communication, and leadership skills.
* Ability to manage competing priorities and operate in a fast-paced contracting environment.
