The IT Portfolio Analyst II will support management of the organizational domain IT portfolio for the Commander, Naval Information Forces (NAVIFOR) N6 Directorate.

Pay Range
Base pay is $85,000-$95,000, subject to skill level, qualifications, and location.

The candidate will support management of the organizational domain IT portfolio. for NAVIFOR N6 directorate and subordinate commands through:
- Performing multiple tasks related to portfolio management and providing technical and administrative support for enterprise networks.
- Setting investment priorities and aligning business processes to ensure IT architecture and products align and support mission requirements.
- Ensuring compliance with applicable statutes, regulations, policy, and guidance for IT portfolio management, interoperability, and capital planning.
- Evaluate and track IT networks, systems, applications, and data centers, ensuring proper registration in DADMS, DITPR-DON, and DCIM.
- Support continuous improvement of portfolio management strategies, processes, and procedures aligned with existing DoN processes.
- Assist in reviewing IT procurements for compliance with budget, Cybersecurity, and other DoD, DON, and Navy standards.
- Develop industry relationships and report performance metrics to senior leadership while continuously improving procurement processes and procedures.
- Provide technical and administrative support, including policy/procedures implementation, service ordering, service delivery, asset/account management, seat refresh, VIP support services, and service desk coordination.
- Ensure the necessary planning, outreach, execution, and dissemination of lessons learned/after action reports.
- Develop or use existing training materials to provide training on IT Portfolio management.
Qualifications

Education: Bachelor of Science degree in Information Systems or related discipline.
Experience: At least three years' experience in Navy or DOD IT Portfolio Management.
Preferred:
- Experience in an IT operational capacity (e.g., operations/project support, helpdesk).
- Strong analytical, problem-solving, and project management skills.
- Familiarity with Navy portfolio management tools and processes
- Familiarity with U.S. Navy culture, processes, command organizations, and IT infrastructures.
- Knowledge of DoD and DON statutory and regulatory requirements.
- Advanced Technical writing skills for developing documentation, reports, and training materials.
- Skills in system development, operation, database planning and design, network services, conversion and implementation supp Ability to provide guidance and direction for sub-tasks of a project, project management, and data/records management.
- Ability to interpret strategic requirements, perform complex analyses, and resolve complex problems.
The candidate must be:
- Capable of performing effectively individually and as part of a team.
- Technically savvy and possess excellent communication skills.
- Have effective critical thinking and problem-solving skills.
- Self-motivated and able to successfully deliver with minimal supervision.
- Proficient in Microsoft applications such as Word, Excel, PowerPoint, and Outlook.
