Duties

  • Analyzes the impact of new or revised legislation, policies, and procedures on assigned programs or funds.
  • Reviews, analyzes, edits and consolidates budget data.
  • Prepares a multitude of specialized budget reports for submission to headquarters.
  • Prepares assigned portions of the Mid-Year Review funding and required supporting justification.
  • Identifies requirements short-falls and trade-offs, and prepares appropriate supporting documentation and impact statements.
  • Develops budget/program processes, procedures and guidance for executing financial management plans and programs.
  • Allocates funds to individual organizations/programs based on an analysis of budget estimates, historical expenditures, projected workload, and approved funding.
  • Monitors monthly commitments, expenditures, and multi-work year limitations for assigned accounts.
  • Prepares a variety of reports covering the status of funds, open commitments, spend plan reconciliation, unfunded requirements, and priority list.

Qualifications

To qualify for a Budget Analyst your resume and supporting documentation must support:

One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Identifying issues and providing recommendations to improve budgetary processes, daily monetary transactions and commonly reviewed reports.
  • Reviewing, analyzing and interpreting policies and procedures on budget matters.
  • Creates, approves, and certifies various funding documents and financial transactions on a daily basis.
Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

  • Obligated Position: This is an obligated position and occupancy is subject to the return of former incumbent. If former incumbent fails to return to the position, occupancy may become permanent.

For current permanent DCMA employees eligible as a Promotion, this position will be filled as a Temporary Promotion NTE (18 months) and may be extended up to a total of five years or converted to a permanent promotion without further competition. For current permanent DCMA employees eligible as a Reassignment, this position will be filled as a Reassignment or Detail and you may be granted Administrative Return Rights to your previous position. For all others, if selected, this would be a Time- Limited Appointment NTE 18 months, and extended in increments of up to one year, NTE a total of six years. The selected applicant will be required to sign a written agreement acknowledging the conditions of this temporary assignment and that they may be released from this position upon management discretion
  • Financial Management Certification: This position requires DoD Financial Management Level 3 certification within 2 years in accordance with DoD Instruction 1300.26,DoD Directive 5118.03 and section 1599d of Title 10, U.S.C. Once obtained, you must maintain and improve proficiency.
