Description
BlueForce Inc is seeking a Program Manager (PM) in support of the Defense Security Cooperation Agency (DSCA) Irregular Warfare Center (IWC) Support Services. The PM will serve as the primary liaison between the contractor team and the Irregular Warfare Center (IWC) leadership, and will be responsible for overseeing all program activities, ensure compliance with contract requirements, lead the development of strategic initiatives, and ensure that all program objectives align with the IWC's mission. Support shall be provided on-site, off-site location or option to telework (client's approval). CONUS and OCONUS travel may be required.
The Irregular Warfare Center Support Services contract will support IWC under DSCA. The contract will provide technical, academic, logistical, and administrative services to expand the IWC's curriculum, event development, and partnerships. Key objectives include aligning Department of Defense education on irregular warfare, facilitating research, engaging with governmental and non-governmental entities, and supporting interagency collaboration.

Duties and Responsibilities
- Provide advisory services to the IWC Director and Deputy Director/Chief of Staff.
- Oversee administrative, technical, management, and academic support project staff
- Serve as the single point of contact for all support activities, deliverables, and work project schedules.
- Adhere to scope, schedule, and budget.
- Ensure timely completion of all contract deliverables including monthly financial and travel reports.
- Provide technical, administrative, and analytical assistance in designing, organizing, and executing various IW activities.
- Develop and implement a Project Plan aligning with IWC's mission.
- Oversee successful tracking of budgets, invoices, and project status.
- Provide strategic direction for IWC operations, supporting engagements with DoD, interagency, allies and partners.
- Draft and finalize transition plans for key programmatic changes.
- Oversee the coordination of senior executive support activities, including briefing senior officials and conducting outreach efforts.
- Advance the understanding of IW concepts and doctrine.
- Identify and mitigate risks associated with program execution and delivery.
- Foster a collaborative environment among cross-functional teams to enhance operational efficiency and effectiveness
Qualifications
- Active Top-Secret/SCI eligibility.
- Master's degree in National Security, International Relations or Business required or 20 years of in-depth experience in the related fields.
- Ten (10) years of Program Management experience leading and supervising multi-disciplined teams in support of US Government (USG) international programs, with applicable experience within the last three (3) years.
- Ten (10) years of special operations experience at the tactical and operational levels managing special operations, with applicable experience within the last three (3) years.
- One (1) year experience in at least two (2) of the following areas: Personnel Management, Administration, Logistics, Planning and Management, Program Management, Protocol, Public Affairs or Political Military Affairs. Applicable experience within the last three (3) years.
- Ten (10) years of demonstrated knowledge on Irregular Warfare, Gray zone activities, functional understanding of the policy process and Washington D.C. diplomatic and military organizations and culture, and the ability to interact with senior foreign representatives. Applicable experience within the last three (3) years.
- PMP or higher-level certificate from a granting institution.
