Job Description
BAE Systems is seeking a Subcontract Program Manager to support electronics development for the Advanced Compact EW (Electronic Warfare) Solutions product line (ACES). Known as an industry leader for its next generation threat detection and countermeasure solutions, the ACES product line is providing unparalleled electronic warfare capabilities to enhance mission survivability.
The individual selected for this position will be an experienced secret cleared Subcontract Program Manager. This position will provide support to the ACES program portfolio, responsible for all major subcontracts content for a program under the direction of the product line's Subcontract Director. This opportunity is in support of a dynamic and growing business and includes significant product development content and major subcontractors that are integral to the success of the program. The ideal candidate will have experience leading major development subcontracts throughout the product lifecycle; from establishing material strategies to employing best practice subcontract management practices; from development through successful transition to production. Major subcontractors are integral to the success of the programs so the selected candidate will be a key member of the program leadership teams.
Description:
Coordinate Production Program and Development Program activities among BAE Systems Supply Chain Managers, Integrated Product Team/Program Leads and Engineering as required. Participate in the evaluation, negotiation and management of assigned subcontracts to perform to each project's specifications, quality, budget, schedule and earned value requirements to include the timely delivery of all deliverables required to fulfill the subcontract. Ensure quick resolution of technical and programmatic issues by leveraging and integrating the capabilities of the entire organization. Participate in and contribute to Subcontract Management Reviews, technical meetings, subcontractor partner assessments and audits. Generate and author Subcontract Management Plans compliant to Command Media and authors, manages and influences critical path releases of Statement of Work (SOWs) and plans to align with required schedules and subcontractor lead times. Identify measures for managing subcontractors. Support planning, execution and reporting of subcontract material and labor budgets, and estimate at completion (EAC) inputs. Work closely with Operations Proposal Group to develop subcontractor strategies including packaging work and negotiating to support the price to win. Participates in the support of new business and in the development of financial plans for the company, as it pertains to the planned outsourced portion of the project(s). Models and demonstrates strong leadership in ethics, safety, corporate responsibility, and security. Provides guidance and support to the Subcontract Administrator(s) who execute the required contract actions for the subcontracts in the SPMs portfolio and work in coordination with subcontract personnel. Compile technical and non-technical requirements and constraints, including external and internal interfaces, for allocation to potential Subcontractors in coordination with the Subcontract Administrator and the Program Engineering Manager (PEM). Develop Subcontractor selection criteria in coordination with the Subcontract personnel, to evaluate responses to solicitations and develop Source Selection plans in accordance with company procurement policies and facilitate Subcontractor selection in accordance with selection criteria, source selection plan, and company procurement policies. Conduct management, performance, and technical reviews with Subcontractors, supported by Subcontract personnel. Review and/or approve Subcontractor data items per plan and Subcontractor agreement and ensure that written approvals/rejections are communicated to subcontractors through Subcontract personnel and ensure product acceptance is witnessed by appropriate personnel in accordance with Statements of Work/company procedures. Conduct management, performance, and technical reviews with Subcontractors, supported by Subcontract personnel.

Full-Time Salary Range: $115779 - $196825

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.

Required Education, Experience, & Skills
- This is a hybrid role requiring onsite presence in New Hampshire at least 50% of the time due to classified nature of programs in the portfolio
- Secret security clearance
- Ability to routinely travel approximately 25% of the time with occasional needs of 50% of the time if required
- Bachelor's degree in a related field of study
- Experience in Subcontract Management, Project Management or Program Management, Procurement
- Strong demonstrated negotiation skills and strategies
- Experience in new business capture to include proposals
- Experience developing long-term strategies and tactical plans to achieve enterprise objectives
- Successful, proven record of leading and managing multi-discipline project teams
- Strong interpersonal skills with a focus on relationship building, leading through influence, and the ability to effectively communicate (verbally and in writing) at all levels
- Ability to develop plans specifying goals, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources
- Experience with scope management and cost estimating, including estimate to complete/estimate at completion (ETC/EAC) processes.
- Ability to communicate with senior management regarding subcontract performance status (cost / schedule / resources / risk) as well as performance to financial objectives
- Experience communicating externally either with customers or suppliers
- Technical and business acumen
- Control Account Management (CAM) experience (at minimum, CAM trained)
- U.S. Citizenship is required
- Proficient with Microsoft Office Suite (Microsoft Excel, Word, and Outlook)
- Developing internal/external/cross-cultural partner relationships
- Secret clearance (eligible)
Preferred Education, Experience, & Skills
- Bachelor's degree in Supply Chain Management, Engineering or Operations
- Master's Degree in Engineering and/or Business Administration
- Prior experience as a project manager, subcontract manager
- Experience leading cross-functional Integrated Product Teams (IPTs)
- Program Management Institute's (PMI) Program Management Professional (PMP) certification
- Demonstrated Risk Management experience
- Cost Analysis experience
- Experience with information systems such as Oracle
- Knowledge of acquisition policies and procedures with associated knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR)
- Significant experience managing the development and compliance of requirements (SOWs, specifications, contractual terms, etc.)
- Strong organizational skills to handle many overlapping projects simultaneously
- Demonstrated negotiations experience in a Truth in Negotiations (TINA) environment
- Demonstrated experience successfully engaging supplier executives
- Six Sigma Green Belt
Pay Information
