As a Technical Program Manager with MTSI you will perform facilities engineering, program, and project management support for the B-21 program office.

Your essential job functions will include but may not be limited to:
  • Execute projects for substantial new construction, renovations, and improvements for real property facilities, encompassing highly specialized or unique requirements, in accordance with all DOD, Air Force, and US laws and regulations.
  • Assist with managing the execution of design and construction phases for the Air Force's B-21 program; supports design and construction agents, to include the US Army Corps of Engineers (USACE), Naval Facilities Engineering Command (NAVFAC), Installation Base Civil Engineer (BCE), and AFCEC and MAJCOM staff, in negotiating agreements with contractors and other outside agencies; develops near-term and strategic plans.
  • Evaluate experimental theories and/or new applications in design and construction.
  • Review architectural and engineering (A&E) statements of work; cost estimates prepared by others; and provide technical review of design calculations, analyses, drawings, and specifications to ensure compliance with project objectives and standards.
  • Provides innovative and significant recommendations for the B-21 infrastructure program.
  • Prepares project timelines, schedules, and cost estimates and resolves unique problems or conditions.
  • Monitor B-21 activities and proactively provide exceptional support
  • Ensure B-21 Infrastructure projects meet standards for sufficiency, technical feasibility, energy efficiency, programming regulations, and cost; and all ad hoc project team members and higher headquarters are alerted to new regulations/ methodologies and regulatory/procedural changes.
  • Apply new applications or developments to identify programmatic and regulatory changes impacting objectives for the B-21 at installation and command levels.
  • Disseminate critical information to decision-makers, higher headquarters personnel and project team members.
  • Support Source Selection Evaluation Boards (SSEBs) as required.

Provide resource management support:
  • Support advocacy for funds in support of the B-21 program.
  • Recommend inventive and cost-effective solutions to engineering challenges.
  • Monitor funding levels; perform risk analysis including impacts of shortfalls and regulatory funding thresholds; justify requests for additional funds; and coordinate through the approval chain including the B-21 Program Office, AFCEC, installations, and other stakeholders.
  • Coordinate with installation level staff to provide quality information on resource requirements, and validate proposed technical solutions and cost estimates.
  • Develop electronic requests for authority to advertise, authority to award, and process requests.
  • Prepare and submit required reports.

Provide technical expertise to activities, staff, installations, and other organizations in order to resolve difficult/unusual facilities planning, design, construction, and/or maintenance problems/issues:
  • Make recommendations based on broad knowledge of engineering/architectural fields, as well as knowledge of established DoD, Air Force, and MAJCOM policy and criteria.
  • Identify problems, both in broad and detailed terms, and resolves conflicts in a timely manner through persuasive discussions with responsible members in a meeting or work forum.
  • Comply with health, safety, and environmental rules and procedures, and performs work in a manner that enhances the safety of the work environment.

Communicate critical issues to staff agencies, installations and superiors:
  • Develop and presents briefing packages and a variety of related reports.
  • Updates and maintains weekly activity reports.
  • Prepare responses to Congressional inquiries, audit reports, inspection reports, press releases and public concerns.
  • Ensure all communications are correct and delivered in a professional manner.
  • Present clear, concise, and well-structured oral presentations that address designated issues.
  • Consider the composition of the audience, knowledge level and desired outcome when composing material.
  • Update Automated Civil Engineer System (ACES) computer system and keeps information current and accurate.
  • Proactively respond to trends and changes reflected in data, and takes action to improve project/program performance as needed.

Required:
  • 12+ years Civil Engineering experience.
  • Professional knowledge of a wide range of engineering or architectural theories, concepts, principles, practices, techniques and methods to apply advanced concepts and principles to building design, construction processes, and project management.
  • Knowledge of current U.S. laws and regulations, as they pertain to Facility Engineering.
  • Knowledge of standard programming, budget, and funding processes.
  • Ability to forecast, develop, and evaluate resource requirements pertaining to assigned project(s), and develop concise written technical information appropriate for any specific audience.
  • Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government and industry.

Minimum Educational Requirements:
  • Bachelor's degree in Civil Engineering, or relevant engineering field.

Clearance Requirements:
  • US Top Secret security clearance
