Duties

The United States Space Force (USSF) at the Pentagon is searching for a Chief of Procurement for HQ SF DS (NH-1102-04, GS-14/15 Equivalent).

Ideal Candidate:
Professionals at this level are experts within their functional areas; a division head; key program administrator. Supervise and manage staff to achieve agency goals and enhance staff performance and professional development. Provide verbal and written guidance and special instructions for non-routine or complex issues. Plans, organizes, and oversees the activities of the organization, developing goals and objectives that integrate organization and functional area objectives. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Assign and review subordinates work based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs.

The ideal candidate will possess a procurement /contracting with a variety of headquarters and functional area organizations. Actively provides customer guidance and management oversight of a diverse contract portfolio. Evaluates all aspects of the procurement portfolio, performing appropriate research and prepares detailed responses. Anticipates and identifies portfolio anomalies, recommends solutions to address and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, headquarters, command, or agency.

Key Skills and Abilities:
1. Expert level/extensive knowledge of Government and agency specific guidelines and business practices, including statutes, regulations, policies and procedures in areas of contracting and acquisition.
2. Expert/comprehensive knowledge of business practices and market conditions used to evaluate responsiveness, contractor responsibility, contractor performance, and other wide-ranging contract actions when these actions are not well-defined.
3. Expert/comprehensive knowledge of and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the unit, including the ability to maintain credibility with others on technical matters.
4. Knowledge, skill and ability in written communications sufficient to develop and publish acquisition guidance and other material.
5. Skill and ability to advise, brief and interact with high-level executives in Government and industry.
6. Skill in oral communications to present sensitive recommendations to higher authority, to promote effective acquisition teams, and to appropriately represent the department or agency.

Conditions of Employment

  • Must be a U.S. Citizen.
  • Employees must be able to obtain and maintain a Top-Secret/SCI security clearance.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance for the position.
  • Resumes are to be limited to no more than 5 pages. Position will be closed after 5 business days or after 75 applications are received.
  • This position requires the experience of holding an unlimited warrant (Air Force Federal Acquisition Regulation Supplement (AFFARS) 5301.603-2-90(a)).
  • May be required to travel by military or commercial aircraft within CONUS or to downrange sites in the performance of Temporary Duty Assignments (TDY).
  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework"
  • PCS/Relocation funding is available.
  • May be subject to recall during other than normal duty hours and may be required to work overtime on an unscheduled or emergency basis.
  • Subject to Temporary Duty Assignment (TDY): Approximately 10 days per year.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
  • In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
