We are seeking a knowledgeable and dynamic Human Resources Manager to lead and manage core HR functions including talent acquisition, benefits administration, regulatory compliance, employee engagement, and employee relations. This individual will support a growing government contracting organization and play a key role in driving HR initiatives that align with company goals.

Essential Duties
Recruiting & Talent Acquisition
- Oversee full-cycle recruitment efforts, including working with the recruiting team and hiring managers to develop sourcing strategies and ensure compliance with federal and state regulations.
- Collaborate with hiring managers to identify staffing needs and ensure a seamless, compliant recruitment process.
- Oversee applicant tracking systems (ATS) to track and manage candidate pipelines, ensuring timely hiring processes, and relevant recruitment metrics.
Benefits Administration
- Oversee the administration of employee benefits programs, including health, dental, vision, retirement plans, and life insurance, ensuring compliance with applicable regulations.
- Manage open enrollment periods and communicate benefits information clearly to all employees.
- Provide assistance with benefits claims and issue resolution.
Compliance & Regulatory Oversight
- Ensure the organization complies with federal, state, and local labor laws, including OFCCP, EEO, FLSA, and FMLA.
- Maintain accurate and up-to-date records for audits and ensure compliance with relevant regulations.
- Support company audits and manage reporting requirements such as EEO-1, VETS-4212, and affirmative action plans.
Employee Engagement & Relations
- Foster a positive work culture by leading employee engagement initiatives and developing programs that support morale and retention.
- Serve as a trusted advisor to employees and managers on HR-related matters.
- Conduct employee relations investigations, providing resolution to employee concerns.
- Facilitate training on topics such as performance management, harassment prevention, and company policies.
Required Qualifications
- Experience: Minimum of 5 years in human resources, with a strong focus on recruiting, benefits, employee relations, and compliance. Experience in government contracting industry preferred.
- Knowledge: In-depth understanding of federal employment laws (e.g., FLSA, FMLA, EEO).
- Skills: Strong interpersonal, conflict resolution, and communication skills; proficient in HRIS, ATS, and Microsoft Office Suite.
- Problem-Solving: Ability to navigate complex compliance challenges and resolve employee relations issues with sensitivity and discretion.
Preferred Qualifications
- Certifications: PHR, SHRM-CP, or other relevant HR certifications.
- Skills: Proficient in advanced HRIS systems and reporting tools.
Education
- Bachelor's degree from an accredited institution (human resources, business administration, or a related field preferred).
