Parsons is looking for an amazingly talented Senior Estimator to join our team! The Senior Estimator will lead the preparation of detailed cost estimates for large-scale mixed-use projects, including residential, commercial, transportation, and utility components. This role requires a deep understanding of multi-disciplinary construction methods, market pricing, and risk management to support competitive and accurate tender submissions. .

Job Description:
Parsons is looking for an amazingly talented Senior Estimator to join our team! The Senior Estimator will lead the preparation of detailed cost estimates for large-scale mixed-use projects, including residential, commercial, transportation, and utility components. This role requires a deep understanding of multi-disciplinary construction methods, market pricing, and risk management to support competitive and accurate tender submissions. .
What You'll Be Doing:
- Prepare detailed and accurate cost estimates for all phases of mixed-use infrastructure projects.
- Analyze architectural, civil, structural, MEP, and landscape drawings and specifications.
- Collaborate with design, engineering, and procurement teams to gather and validate cost data.
- Evaluate subcontractor and supplier quotations for scope, compliance, and competitiveness.
- Conduct site visits and attend pre-bid meetings to assess project conditions and constraints.
- Identify cost risks and opportunities; provide value engineering and cost-saving recommendations.
- Develop and maintain cost databases, historical data, and benchmarking tools.
- Lead the preparation of tender documentation and support bid strategy development.
- Present cost estimates and reports to senior management and clients.
- Ensure the Estimation activities are undertaken in compliance with the client's objectives, strategies, policies, plans, procedures, and applicable regulations / standards templates (or propose / develop strategies, policies, plans, procedures and templates, as required).
- Review / comment Cost Plans and other relevant documents produced by Cost Consultants engaged by the client, as required.
- Participate to the preparation of top-down cost breakdown structures (CBS) and ensure its implementation within deliverables with Cost Consultants, deliver quality-controlled, best-in-class pre-tender estimates / bill of quantities / material take-off's for the assigned projects based on applicable standards (CESMM4, NRM...).
- Ensure that changes to scopes of work / services / supplies are correctly estimated, preserving the client's interests and reputation.
- Provide cost prediction (benchmarking, estimating, cost planning and cost reporting), as required.
- Identify opportunities for improvements and innovations.
- Performs other responsibilities associated with this position as may be appropriate.
What Required Skills You'll Bring:
- Graduate degree required (such as BSc, BA, LLB, or similar); post-graduate degree preferred.
- 8 years of relevant experience required, with mandatory prior experience at Lead level (or equivalent).Familiar with various forms of contract (lump sums, unit rates / re-measurable, early contractor involvement, design & build).
- Prior experience in Saudi Arabia, familiar with operating models, having worked on the client's, PMCM consultant's and/or Cost Consultant's side on multi-billion dollars programs.
- Ability to independently manage day-to-day estimation activities and supervise subordinates.
- Expertise in the Estimation function with a thorough knowledge of industry practices and regulations.
- Fully conversant with technologies and systems (Microsoft Office Suite, ACONEX, Oracle, CostX, etc.) required to perform daily duties.
- Fluent in English, with excellent written and oral communications skills.
- Excellent analytical skills to model estimates and quantities using applicable standards.
- Ability to positively influence and contribute to meetings and to interface with the client and stakeholders.
