Position Summary / Objective:

KMS Solutions is seeking a Senior Analyst to provide acquisition and certification support to the Undersea Special Mission Systems program office (PMS 390) located at the Washington Navy Yard in Washington, DC. PMS 390's mission includes: Assessment/Underwater Work System (AUWS), Submarine Rescue System-Rescue Capable System (SRS-RCS), and the Submarine Rescue System-Submarine Decompression System (SRS-SDS). They are also responsible for the coordination of R&D initiatives, acquisition, test and evaluation, in-service support, and recommends certification of Dry Deck Shelter (DDS) and Special Operations Forces (SOF) Host Submarine (HOSUB) Systems. This includes responsibility for future SOF Undersea Mobility Systems and technical support for all matters pertaining to SOF Undersea Mobility; and other projects as directed. This position specifically supports the Submarine Escape and Rescue (SER) branch.

Essential functions:

  • Program management support lead for submarine escape and rescue (SER) program. Support in all branches of SER which includes in-service, acquisition, certification, and logistics.
  • Acquisition and certification support. Provide support lead in acquisition and certification of SER systems
  • Oversee contractor personnel to ensure the team delivers exceptional support to the government customer.
  • Supports review of technical details, negotiation of requirements, and adjudication of technical comments
  • Developing programmatic briefs for internal and external stakeholders
  • Knowledge of program management and Department of Defense acquisition processes
  • Performs other related duties as assigned.
  • Support and accompany PMS390 clients in ADHOC meetings, often requiring travel or in office support.


Required education and experience:
  • Active SECRET DoD security clearance.
  • Bachelor's degree in technical field
  • 10 or more years experience in engineering/science management, operations research analysis, financial/cost analysis, or a relevant field
  • 10 or more years of experience with Navy acquisition and/or In-Service Programs. Experience leading a project and interfacing with an end item customer.


Preferred education and experience:
  • Navy Program Office experience
  • DAU Program Management Level II or III desired
  • Familiarity with Department of Navy and NAVSEA
  • 5 or more years' experience working with Undersea Programs.
  • Knowledge of Deep Submergence Systems Scope of Certification

Work authorization/security clearance requirements:

An active DoD Secret security clearance.

Position Type/Expected Hours of Work:

The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at prescheduled mandatory meetings is required. Must be available during the core work hours as determined by your contract/location and must account for the required number of hours in a pay period to maintain Full-time status.

Telework:
  • Telework may be allowed up to 10%


Travel:
  • Ability to travel CONUS; potential to travel OCONUS
  • Travel up to 15% may be required.
