Responsibilities include but are not limited to:
- Lead the architectural design of secure, scalable, and compliant cloud solutions across AWS GovCloud and Azure environments, supporting a portfolio of both mobile and web applications across the Military Health System (MHS) and its global user base.
- Collaborate with product owners, application developers, security engineers, and shared services engineers to guide cloud strategy, system migration, and DevSecOps implementation across heterogeneous technical stacks.
- Evaluate, propose, and document cloud-native and hybrid designs that address both technical requirements and enterprise constraints, including cost, security, scalability, and operational maintainability.
- Provide architectural governance and technical mentorship across multiple agile teams, helping to align solution delivery with DHA's enterprise architecture vision and modernization roadmap(s).
- Champion the use of CI/CD pipelines, container orchestration, and Infrastructure-as-Code (IaC) tools to improve consistency, speed, and compliance of system delivery.
- Perform security and compliance reviews for new and modified system architectures, recommending technical mitigations for identified risks.
- Actively drive the creation and reuse of architectural patterns, reference implementations, and shared services supporting rapid development and modernization.
- Bring real-world expertise implementing cloud solutions, including modernizing within environments with legacy ASP.NET, SharePoint, ColdFusion, Java, and Sitecore; helping teams identify pragmatic, staged paths to modernization.
Minimum Qualifications:
- 7+ years of progressive experience in software architecture, system design, and cloud engineering roles - including recent work in both Azure and AWS GovCloud.
- Bachelor's degree in Computer Science, Software Engineering, Information Technology, or related discipline. Additional relevant military or professional experience (typically 4 years) may be substituted in lieu of a degree.
- Demonstrated experience designing, deploying, and supporting cloud-native and legacy-hybrid architectures across both Azure and AWS GovCloud.
- Proficiency in DevOps and DevSecOps practices using tools such as Docker, Kubernetes, GitHub Actions, Jenkins, and IaC (e.g., Terrraform, ARM, Cloudformation, etc.)
- Familiarity with common application development frameworks and tools, including Node.js, Python, Angular, .NET Core, and similar - enabling meaningful technical engagement with development teams regardless of stack.
- Understanding of secure design principles, FedRAMP/IL4/IL5 compliance boundaries, and risk-based mitigation strategies applicable to U.S. Government healthcare environments.
- Strong ability to write and review cloud architecture documentation, including threat models, system diagrams, deployment patterns, and operational plans.
- Experience migrating and modernizing legacy ASP.NET, ColdFusion, SharePoint, or SiteCore applications for cloud or hybrid cloud deployment.
- Experience with Platform-as-a-Service (paaS) and container hosting environments such as Azure App Services, AKS, ECS, or Fargate.
Preferred Qualifications:
- Experience supporting Defense Health Agency (DHA), MHS, Veterans Administration (VA), or other federal health agencies.
- Certifications such as AWS Certified Solutions Architect (Professional) or Azure Solutions Architect (Expert), or similar.
- Prior experience working with user bases exceeding 10,000, preferably in contexts involving operational healthcare, clinical training, or readiness systems.
Clearance Requirements:
- Must be a U.S. Citizen with the ability to obtain and maintain a Public Trust clearance.
Physical Requirements:
- Office work, typically sedentary with some movement around the office.
- Ability to travel (car or air) and present at conferences or meetings.
