This is a full-time, onsite position during steady-state operations and requires the ability to deploy during emergencies.

(Blue Rose) is seeking a qualified Planning Manager to serve as a key personnel leader in support of emergency preparedness, planning, and incident response operations. This is a full-time, onsite position during steady-state operations and requires the ability to deploy during emergencies.
Key Responsibilities
- Lead incident-related data gathering and analysis related to emergency operations and resources.
- Facilitate planning meetings and develop Incident Action Plans (IAPs) for operational periods.
- Coordinate and synchronize planning across jurisdictions and stakeholders.
- Develop long-term and transition plans for incidents based on complexity.
- Contribute to the development and delivery of steady-state and incident-specific planning tools, job aids, and SOPs.
- Serve as a subject matter expert for planning during emergency repatriation operations.
- Support the development and maintenance of OHSEPR's Concept of Operations and emergency plans.
- Bachelor's degree in Business Administration, Emergency Management, Project/Program Management, Accounting, Finance, or related field.
- Master's degree preferred (may substitute for one year of experience).
- Minimum 4 years of professional experience (3 years with a master's) as a planning chief or lead in a human services or emergency management agency.
- Demonstrated experience in:
- Developing and evaluating incident response plans.
- Implementing agency-wide incident management frameworks.
- Supporting senior decision-makers with data-driven planning insights.
- Advanced proficiency in Microsoft Excel, PowerPoint, and Word.
- Strong data analysis and data visualization skills.
- Completion of FEMA's Planning Practitioner Program is strongly preferred.
- Project Management Professional (PMP) or PMI Agile certification is a plus.
- Experience working within National Incident Management System (NIMS) and Incident Command System (ICS) structures.
- Knowledge of the National Response Framework (NRF) and Emergency Support Function (ESF) #6 - Mass Care, Emergency Assistance, Housing, and Human Services.
- Experience in federal emergency planning, repatriation operations, or disaster case management programs.
- Hybrid schedule: Required onsite Tuesday-Thursday (subject to ACF telework policy).
- Must be available for emergency deployments, including potential travel to CONUS/OCONUS sites with short notice (within 72 hours).
- Work hours: 8:00 AM - 5:00 PM during steady-state operations.
