Concept Plus is seeking an Oracle Database Developer to be responsible for the development of Oracle databases, including legacy versions, while supporting the migration of Oracle database applications to AWS-based microservices architectures. The role requires expertise in database development for mission-critical Federal Government operations. On-site work is mandatory in Winchester, Virginia, and candidates must hold an active Top Secret Security Clearance.

About the role
Concept Plus is seeking an Oracle Database Developer to be responsible for the development of Oracle databases, including legacy versions, while supporting the migration of Oracle database applications to AWS-based microservices architectures. The role requires expertise in database development for mission-critical Federal Government operations. On-site work is mandatory in Winchester, Virginia, and candidates must hold an active Top Secret Security Clearance.
What you'll do
- Responsible for SQL and PL/SQL development to include:
- Developing the backend reports to support user needs
- Developing custom scripts to automate various database management processes, monitoring and troubleshooting database performance
- Developing, optimizing, and tuning stored procedures, functions, triggers, views, and queries in support of application development
- Interfacing with customers, users, and developers as needed
- Maintaining the database schema, database design, and transition development activities
- Providing technical subject matter expertise (SME) on ingesting into the database from sources such as file systems, and perform maintenance.
- Solid understanding of Legacy (Oracle) or Pinnacle (Non-Oracle) environments.
- Experience with cloud-based open source SQL database systems such as AWS Aurora (PostgreSQL or MySQL/MariaDB)
- Experience with document based and NoSQL database such as DynamoDB, MongoDB, or Cassanda.
Qualifications
- Bachelor's degree in Computer Science, Information Technology, or a related field (or equivalent work experience).
- Active Top Secret Security Clearance
- Minimum of 8 years of experience as an Oracle developer, with hands-on expertise in managing legacy Oracle versions (e.g., 11g, 12c).
- Proven experience migrating Oracle database applications to AWS microservices architectures.
- Proficient in SQL and the ability to write PL/SQL functions and stored procedures from scratch or debug, maintain or enhance existing code.
- Maintain Oracle database performance by conducting performance tuning, analyzing and refining SQL and PL/SQL code, and working with Java developers to ensure proper database interoperability.
- Demonstrated understanding of microservices development principles, including RESTful APIs, event-driven systems, and scalability best practices.
- Proficiency in Oracle database development
- Expertise in AWS services for microservices (RDS, Aurora, Lambda, ECS, S3, CloudWatch).
- Strong knowledge of Kubernetes and Docker for container orchestration and deployment.
- Familiarity with CI/CD pipelines for microservices deployment (e.g., Jenkins, GitLab CI).
- Understanding of Federal Government security standards
- Oracle Certified Professional (OCP) or equivalent certification (preferred).
