Responsibilities

The Federal Aviation Administration (FAA) Voice Switch and Recorder (VS&R) Program Office manages seven different programs that provide critical voice communications and legal recording systems that perform critical, high availability Air Traffic Control (ATC) communications within the FAA's National Airspace System (NAS). The VS&R Program Office is responsible for acquisition of new/modern Internet Protocol (IP) ATC Voice Communications Systems (VCSs), which includes development of requirements, procurement, verification, validation, testing, implementation and deployment. The VS&R Program Office also manages the full life cycle sustainment and logistics for the existing VCSs that are currently in use throughout the NAS.

The Business Operations Lead will assist the VS&R Program Manager (PM), the Operational Systems Programs Manager, the Business Manager and Contracting Officer Representatives (CORs) to formulate, execute and track program budgets in accordance with federal budget process and other spending guidance to manage financial activities for the FAA's Voice Switch & Recorder (VS&R) Program Office (AJM-315), including, but not limited to:
  • Develop, manage, and maintain electronic document and records management system(s) to track financial and budget data for all VS&R Capital Investment Programs (CIP)
  • Assist with the preparation of formal budget documents, including but not limited to resource planning documents, budget justification papers and performance status reports
  • Formulate, execute, track, and monitor the VS&R program travel budget
  • Track and monitor obligations and expenditures on VS&R contracts
  • Develop and submit budgets for Office of Management and Budget (OMB) using CIMS to highlight the purpose, scope, roles, and responsibilities regarding the Budget IT Portfolio Management Submission process.

Required Qualifications

The candidate must possess a bachelor's degree in business, or a related field plus 6-9 years of relevant experience.

The candidate must possess the following knowledge, skills, and abilities:
  • Proficiency in Microsoft Office applications and financial software applications
  • Strong analytical, writing, presentation, verbal communication, and interpersonal skills with the ability to effectively communicate with diverse audiences.
  • Exceptional attention to detail, well organized, and the ability to self-prioritize multiple activities.
  • Demonstrated ability to operate independently.
  • Ability to effectively initiate action, collaborate efficiently with others, and drive action items to resolution.
  • Experience with budgeting and federal appropriation laws.
  • Excellent customer relationship management and negotiation skills.
  • Experience providing guidance, feedback, and consulting services to federal program managers.
  • Ability to work in a dynamic environment, demonstrate teamwork and initiative, and function productively with new assignments and re-prioritization of existing assignments.

Desired Qualifications

The candidate should possess the following knowledge, skills, and abilities:
  • Knowledge of the Federal Aviation Administration (FAA)
  • Knowledge of the FAA National Airspace System (NAS)
  • Knowledge of FAA Acquisition Management System (AMS)
  • Experience with FAA and/or U.S. Federal Government Budget planning, appropriations, accounting and business operations.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $84,700.00 - USD $132,325.00 /Yr.
